Although today, the perimeter spandrel beams were poured, marking the highest elevation for the tower, the actual roof slab has yet to be poured. There is work taking place within the exterior forms out of view (mass damper, etc). Looking at the 56 Street cam, rebar is still evident on the work deck for the roof slab.

Until the actual roof slab is poured, one cannot officially claim that the tower is topped-out, regardless of the ceremony which took place on October 10.

Never. This is a private building. There is some retail near the bottom if that is what you mean.
