You're right, there is no right turn on red from Portage east bound to Main southbound. I got confused. What I should have written is they need to stop the buses and cars from turning right on green to simulate pedestrians crossing.

Crossing at Portage Avenue and Main Street already requires some roundabout navigating, but for those with mobility issues, the expedition has been particularly challenging the last three weeks.

Two lifts are out of order between the iconic Winnipeg intersection’s underground concourse and the tower at 201 Portage Ave. And for some downtown dwellers, such as Allen Mankewich, who uses a wheelchair, that makes the section of the intersection impassible.

“To me, three weeks is kind of unacceptable,” Mankewich said Tuesday. “The accessibility of (the concourse) isn’t that great. If you want to cross Portage and Main (which has been closed to pedestrians since 1979), you basically have to go underground and take up to four lifts, minimum, to try to get across the street.”

It is somewhat humorous this thread is titled "Portage and Main re-opening 2016" while we are in 2018 and it is still closed.

Yeah I went to the State of the City lunch yesterday and he said that the barriers on the Richardson corner are actually coming down this spring.

I have to say, his speech was excellent. Seemed a lot more open and candid than in speeches past, it was pretty refreshing. And he didn't hold back on areas the city needs to improve. Even though it hasn't gotten covered much in the news (go figure) the city has made massive improvements in terms of transparency and access to information.

Johanna Hurme's speech was also great. Did a great job presenting "progressive views" to a room of generally conservative people.

Wow. Already seen chatter that Winnipeg will be holding a public "referendum" this October on if Portage & Main should ever be reopened. Heard the official campaign launches start in just under two weeks.

Yeah the referendum will be the civic election in which Bowman will win. Imagine holding a referendum on every civic decision. Talk about asinine.

Opening Portage & Main is definitely not a trivial issue. The cost of changes to that intersection alone is in the same ballpark as an underpass/overpass. There will also be wider implications for other routes downtown and likely transit.

That Bowman promised to get it done in his first term and we are still talking about it plays larger than just that issue too as it reflects on his effectiveness in the role.

I doubt he will lose but it definitely leaves him exposed to some valid criticism going into the election.

Referendums are for things like separation. Not for minor, and yes this is minor, civic infrastructure issues.

You honestly believe that its going to cost $160 million dollars (cost of Waverly Underpass) to open Portage and Main?

What are you basing this on? To this point, estimates have pegged it between $12-$15 million dollars.

What are the wider implications for other routes and transit, aside from a slight increase in travel time? Which at this point have been estimated to be an avg. of 2 minutes.

Everyone loves to throw out doom and gloom but never with any concrete evidence as to why the sky will actually fall.

Portage and main re-opening including increase in Transit service to makeup for increased time was pegged at $11.6 million. Plessis underpass was $90 million. Waverly underpass is budgeted at $150 million. How is that the same ballpark? Also where was the referendums on those capital projects? Ludicrous.

Exactly. It's practically trivial in terms of civic spending.

If Bowman simply decided to change his mind and say no, I would respect it even if I don't agree with it. However, attempting to weasel out of even making a decision in the first place would be downright pathetic.

Zero chance I vote for Bowman again if he gets council to call a referendum on the issue. Zero. No matter what the outcome is.
