One Liberty Plaza Renovation Question

Is this building supposed to bve repainted in all black as before? I ask this because I've seen the upper levels done in a greyish tone; and I'm guessing that this is a primer to fireproof the structure.

They are simply replacing the old paint, which was almost literaly beginning to erode in early 2012. The reason it appears grey is because that is the actual color of the building without the black paint.
