I disagree. It depends on the membership rules of international sport organizations.
In the case of the Olympics, only countries are allowed to compete; accordingly, Scottish, Welch and English athletes are all competing under the Union Jack. But some international sport events include non-sovereign nations as well, like the FIFA World Cup as mentioned.
Anyway, I got sidetracked in my exchange with theman23. I wasn’t thinking about a Team Québec at the Olympics, but at the International Ice Hockey Federation World Junior Championship.
Btw, Hong Kong is a member of the IIHF
