There's one view plane that affects the area:
Hirshorn Park in Lower Highland facing Union Station. This seems to be the only view plane that actually goes down in elevation from source, rather than up. It's hard to tell the actual building heights allowable because it uses elevations from sea level rather than from the park, which is much higher than Union Station. Fortunately, this only affects a sliver of land between 16th and 17th, which is already developed. There's also another view plane at Union Station facing back the other way, but they both meet at the river.
