No, occupancy will happen once the whole building is finished, which ought to be sometime this summer. The construction technique being used on that building, with all the pre-cast pieces allows the building to go up relatively quickly.
The reason why the front section was built first, was so they could use the back of the site for a staging area--to work on assembling pieces before they are lifted into place, to store construction materials after they're delivered but were not ready to be put up yet, a place for the crane to operate, etc. Now that the front section has been completed, they are working on the back section of the site, so the staging area has been relocated out into the street.

They were seeking some design reviews and sewer easements from the City several months back.
I would also suspect that the developers have been waiting a while before breaking ground (since it was first proposed a couple years ago now) until there was a larger nearby residential base to support all of the retail that is planned to go there. And that residential base is on the way, what with the North End and The Edge under construction, and Union Point recently finished.
