They don't care or they don't view it as tacky? I remember my first time driving through Quebec I was astonished at all the places along the highway selling above ground pools. The only place I'd seen one up until then was at one of those road side motels that also have miniature golf.

A friend of mine filled one in when he bought a house. He called up a pool company and asked if they'd like to fill his pool in with the soil removed from one of their pool projects. They said yes.

He got the hole filled in for free, and the pool company got a freebie on the dumping charges for one project. Win-win.

There are more than 500,000 residential pools in Quebec, 75% are above ground pools.

*inground, obviously - the only type that exists there.
Pools in Florida are typically built more as an extension of the house itself. Attached with a screened in patio to make swimming possible without being eaten alive by either mosquitos or a large reptile. I could see that adding more value than one that is 50 feet away in the backyard.

It also depends if it takes up the whole yard or not.

Mine does not so it is probably worth 25k more on the price of the house according to friends who are real estate agents.

Which is less than the total cost but still not bad. We have lots of fun in that pool.

I've been told by realtors in Ontario that an in-ground pool does increase a home's resale value in Ontario, but that it also cuts the pool of potential resale buyers in half.

From that link: Montréal, champion canadien des piscines creusées: en 2014, 69 % des nouvelles piscines creusées au Canada ont été installées à Montréal.

My French is abysmal but does that say that Montreal is the champion of in ground pools: 2014, 69% of new in ground pools in Canada were installed in Montreal? If it does, that's an astonishing number. Btw, if there are 500,000 pools in Quebec then everyone in Quebec could be in a backyard swimming pool at the same time. That's 16 people/pool. Easily doable.

Was doing some layout work for collegues at DTeG UdeM (research in geography). They released new data about the proportion of Canadians living in single-family detached homes, based on Census 2016 (it is part of a wider corpus of work about urban sprawl). The stats are about population centres, not city proper; important! Thought I would share it here :
