Yep I see new cement and rebar sticking out, as a former construction worker who used to build large projects I can say this is U/C.

Those cranes are visible from I-45, but this is going to be a short building compared to everything else downtown.

This building has sexy curves.
I feel like there are an uncountable amount of 20-40 story highrises going up in Houston right now, which is just what the city needs.
