Pure speculation here, but maybe the construction bids for Phase 3 came in too high, and they're going to wait until things cool off a bit? It surely isn't because demand is too slow.
Phase 2 is apparently
filling up fast:
Quote:
In San Francisco, the 22-story 1190 Mission at Trinity Place building preleased half its 419 units before opening July 1, with all the tenants signing agreements without the customary practice of having toured a model or attended an apartment tour, said Rob Willis, director of operations for Trinity Management Services, the builder. “We have never seen this,” Mr. Willis said.

Last year, Angelo Sangiacomo made it sound like
there wouldn't be a pause in construction:
Quote:
The completion of Trinity’s next 417-unit building is still eight months away, but already the San Francisco developer is gearing up to start the next two phases: A 1,450-car underground garage and a 19-story, $133 million tower with 570 studio and one-bedroom apartments at 33 Eighth St.

“I just want to finish the whole project, God willing,” said Sangiacomo. “We are going full blast — we haven’t stopped at anything yet.”
