Taipei Twin Towers project to boost Taiwan's steel industry: analysts

Taipei, Oct. 29 (CNA) The construction of the Taipei Twin Towers, which was awarded to a consortium formed by firms from Japan, Malaysia and Taiwan by the Taipei City government Sunday, will boost the flagging steel industry on the island, according to analysts.

The two towers -- one with 56 floors measuring 243 meters high and the other with 76 floors to be 322 meters high, will have a combined floor space 1.5 times that of the Taipei 101 tower, one of the world's tallest skyscrapers, the analysts said.

The two buildings, to be completed by 2017 and 2018 respectively, will require a lot of steel construction materials, such as steel bars, columns and beams, the analysts said.

One analyst said no steel company could supply all of the steel necessary for the project, and suggested that the consortium will have to line up multiple suppliers. China Steel Structure Co., a subsidiary of Taiwan-based China Steel Corporation, said it hoped to be one of the suppliers and felt it was well-positioned to get the chance because Fu Tsu Construction Co., one of the companies in the consortium, is one of its customers.

China Steel Structure will count on the support of its parent company and subsidiaries to win supply contracts.

An executive with Feng Hsin Iron & Steel Co. in Taichung said his company was also interested in picking up a share of the business.

He echoed the analysts' opinion that the builder of the twin tower would have to work with two or three suppliers to ensure a sufficient supply of steel construction materials.

M-SHAPED:Tourists may increasingly favor either five-star hotels or low-cost hostels, making it difficult for mid-end hotels to make money, FIHC’s chairman said

Formosa International Hotels Corp (FIHC, 晶華國際酒店集團) chairman Steven Pan (潘思亮) confirmed yesterday that the group plans to build a flagship luxury hotel with no more than 200 rooms in the Taipei Twin Towers (雙子星大樓) project near the Taipei Railway Station.

Pan said Taiwan’s hotel industry is gradually entering an “M-shaped” trend, in which hotels that are neither high-end nor low-end may have more difficulty improving their profitability in the near future.

The Taipei Twin Towers project is the largest urban development project in the nation’s history. On Oct. 28, a consortium led by Malaysia-based IGB Corp Bhd, together with its Japanese and Taiwanese partners, won the bid to develop the project at a cost of between NT$70 billion and NT$80 billion (US$2.4 billion and US$2.7 billion).

“We plan to launch a flagship hotel in the building that will be the first extra-luxury exhibition hotel for the group,” the chairman of Taiwan’s biggest listed hotel operator and owner of the Regent Taipei hotel told reporters after attending a forum yesterday.

Pan said the business model of the new hotel will be different from that of the Regent Taipei.

However, he did not specify whether the group would also launch a Regent Galleria (晶華精品) luxury shopping mall in the Taipei Twin Towers.

The local hotel industry will enter an era of polarization, focusing on either low cost or high value, with more tourists expected to stay in either a five-star hotel or a low-cost hostel, making it more difficult for middle-of-the-road players to boost their business, Pan said.

Pan added that he expected the global economic sentiment for next year to be better than this year following a US economic recovery and China’s economy bottoming out, which would be a positive driver for all hotel operators.

Even amid this year’s slowing economic sentiment, FIHC still reported a net profit of NT$818 million, or NT$8.47 in earnings per share, in the first nine months of the year, from the NT$751.25 million, or NT$7.77 per share, in net profits recorded a year earlier, the company said in its stock exchange filing.

For the third quarter — a slow season for business trips — the company still posted NT$258 million, or NT$2.1 per share, in net earnings, up 2.41 percent and 120 percent from a quarter and a year earlier respectively, on the back of exchange gains.

However, the Ambassador Hotel (國賓大飯店), the other listed hotel operator in Taiwan, saw non-operating losses drag down its profitability this year.

It reported NT$213 million, or NT$0.58 per share, in net earnings in the first nine months of the year, down 28.82 percent from a year ago, company financial data showed.

The latest report by Capital Securities Corp (群益證券) maintained an upbeat outlook on FIHC and the Ambassador Hotel for the fourth quarter, saying that promotions from the Taipei International Travel Fair that ended on Monday, as well as seasonal demand from business tourists, may bolster both hotels’ revenue during the period.

Winner of Taipei Twin Towers bid plans to sue over allegations
By Adam Tyrsett Kuo--Taipei Gateway International Development Co. Ltd. (太極雙星) said yesterday that it will release a detailed written response to the public's concern over the C1/D1 Joint Development Buildings — also known as “Taipei Twin Towers.”
The firm reiterated that it complied fully with Taipei City regulations in securing the rights to the development project.

According to a statement released yesterday, the firm has also hired a team of legal experts and plans on suing those who have made false allegations against it.

Taipei Councilor Ying Hsiao-wei (應曉薇) recently cast doubts over the bidding process of the project, arguing that there is reason to suspect the firm of being a “shell corporation.”

Ying said that the company only has capital of NT$77 million, while the project is estimated at NT$70 billion.

Taipei's Department of Rapid Transit Systems (DORTS, 捷運工程局), on the other hand, responded by saying that it was the consortium headed by Taipei Gateway International Development Co. Ltd. that won the bid and not the firm itself.

The consortium in question reportedly consists of IGB Corporation Berhad and Mid Valley City Sdn. Bdn.

IGB Corporation Berhad alone has a net worth of NT$20.9 billion, almost double the threshold set at NT$10.5 billion, said DORTS Joint Development Division (聯開處) chief Lin Hsun-chieh (林勳杰).

According to local reports, the Control Yuan and Taipei's Department of Government Ethics (政風處) have begun investigations into the case to determine whether there were incidents of misconduct concerning Taipei City officials.

The planned towers, located near Taipei Railway Station, are expected to become a major landmark and transportation hub in the nation's capital city.

The consortium that won the rights to develop the Taipei Twin Towers (雙子星大樓) project said yesterday it has adequate capital to construct the landmark complex next to Taipei Railway Station.

The clarifications came after Taipei City councilors recently raised questions over the multinational group’s funding ability and its alleged ties with local gangsters.

The consortium, composed of Taipei Gateway International Development Co (太極雙星) and Malaysia’s IGB Corp and Mid Valley City Sdn Bhd, on Oct. 28 won the contract to develop two high-rise buildings that may cost between NT$70 billion and NT$80 billion (US$2.39 billion to US$2.73 billion).

“Taipei Gateway no longer has any connection with Chen Hung-dao (程宏道)” after restructuring last month, company chairman Michael Ho (何岳儒) told a press conference.

Chen is a leader of the Four Seas Gang (四海幫).

He told the Chinese-language Next Magazine that he founded Taipei Gateway in December last year with capital of NT$30 million, but left the company because he realized the Twin Towers project was too big for him.

Taipei Gateway increased its capital to NT$77 million on Oct. 15 and won the contract two weeks later.

Taipei City councilors have since raised doubts about the firm’s financial strength, given the large amount of funding required for the development project.

“Consortium members will remit money here as things proceed,” Ho said, adding that the group is preparing the paperwork for inking the development contract to be signed in 30 to 45 days.

While Taipei Gateway is modestly capitalized, it is a unit of Kagawa International Investment Co, which draws the bulk of its funding from Japan’s Mori Group — owner of Mori Building Co and Mori Trust Co, Ho said.

However, Ho declined to supply details about the consortium’s capital structure, because he said doing so might affect the share price of IGB Corp, which is a listed firm in Malaysia.

At the press conference, Mickey Ng (黃坤義), head of Greater China at IGB, asked for more patience. He said the consortium would satisfy all media inquiries after it finalizes the deal with the Taipei City Government.

The consortium is expected to break ground for the construction of the two high-rise buildings — one with 56 stories above ground and four basement levels, and the other with 76 stories above ground and four basement levels — within one year.

The two buildings are to house shopping malls, office space, an international hotel and art galleries, the consortium said.

With a total floor space of 158,000 ping (522,332m2), or 1.5 times the size of Taipei 101, the project could create 23,000 jobs with an annual economic benefit of NT$30 billion, the consortium said.

When the project is completed in 2017, the twin towers will serve as the main hub for the Taiwan Taoyuan International Airport MRT line to Taipei and five other railway and MRT lines.

So what do you think about Taiwanese political environment? Taipei city government hasn't sign with winning consortium yet, and a lot of councilors make a lot of suspicious to this project and winning consortium. If winning consortium prove themselve that they has financial cabability to do this project, I can tell you these people will not apologze.

林勳杰指出,太極雙星團隊是馬來西亞商怡保花園與馬來西亞商谷中城所組成的「計畫專案公司(PVC)」,若依外界質疑標準,第二順位「中華工程團隊」與第三順位「雙子星團隊」,也都是成立計畫專案公司參與申請聯合開發案,兩團隊的資本額分別是四億元和五千萬元,一樣與標案價值有極大差距。
外界質疑,太極雙星申請參與投資保證金一.三億元,為何是私地主、而非公司出資。法務局長蔡立文說,依規定保證金可由地主或公司支付,並無違法,也非開發案甄選審查範圍;市府發言人張其強補充,如有必要,市府會協請相關機關進行了解。
至於日本森集團究竟有無參與聯開案申請團隊,林勳杰說,依廠商提交的「開發計畫書」,森集團的子公司森大廈與美商栢誠開發公司同為計畫總顧問,未來市府也會要求太極雙星依承諾約定履約。
外界質疑,雙子星聯開案的建設成本估算要每坪四十五萬元過高,林勳杰說,這已是三團隊中核算最低的成本金額。

雙子星開發案在上月廿八日召開評選會,十七位評委名單包括北市府捷運、法務、財政、都發、交通、工務六局長,交通部台鐵局副局長鹿潔身、高鐵局副總工程司鍾維力,專家學者九人包括大華技術學院教授藍武王、不動產估價師公會全國聯合會理事長陳諶等。
陳威仁強調,甄選過程由政風單位全程監控,錄音錄影,若有任何具體不法事證,可送檢調偵辦,絕無徇私舞弊。
結果公布後,雜誌報導財政局長邱大展評選時發言:「看到這團隊,我真的很喜歡」等語,暗中為得標廠商護航,邱昨澄清:「這是很白癡的說法。」已寄出存證信函,要求更正。
外界質疑,資本額僅七千七百萬的太極雙星是「掮客公司」,聯開處長林勳杰說,競標的三組團隊,均針對此案成立專案公司,且投標前都有股東變動、增資,因此無論哪家公司得標,都會遭同樣質疑。

Regard to the lastest news I posted:

Taipei City government Department of MRT make clarification for all issues raised in recent days. Based on information provided by government document, all submitted groups have formed new companies specificalize for this bidding. Their company capital as following:
1st place party: Taipei Gateway Company 70 million NT
2nd place party: 400 million NT
3rd place party: 50 million NT
Base on same criteria use by public and councilors, all these submitted party all have tremendous gap between capital and project construction cost. However during tendering process, committe use total net asset value of each team as one of categories to examine its financial ability. The winning consortium (all three memebers) has 30.3 billion NT total net asset value. It is much higher than 2nd following team.

Put in this way.

This project is going to cost around 2.3 to 2.7 billion US dollars, and take 4-5 years to develop. Taipei City government takes very serious on this massive project. They don't want failure or it will turn into political catastrophe to ruling party. So the commission of this bid set up financial margin to rule out any company don't have sufficient financial power to do this project. Under the company list provided by Taipei City government, there was no single company can qualify the benchmark set up by commission with its own. So how do they attain this bid? They all formed consortium and establish new company. And all these companies have little capital compare to project construction cost itself.And it is one of main points made by Councillor that they doubt winning consortium don't have enough financial ability because of it has so little capital compare the project itself.

It is so interesting that the guy who was pointed by councilors as gangster and major shareholders jumps out and suits these councilors for calling him as gangster. In fact, he is not even a shareholder of Taipei Gateway Company according to this news.

You should went there and took over this bid 6 years ago. It would be 50 billion in that time.

台北市雙子星大樓第2順位得標廠商中華工程公司,昨(14)日登報質疑第1順位太極雙星集團承諾做不到,並提出該案9大疑點。今(15)日中華工程再度召開記者會,總經理商中華工程總經理蔡維力表示,中華工程參與雙子星案敗在市府都發局已評估不可行,但太極雙星卻承諾要做的交六和交八下沉式廣場規劃設計。

中華工程14日連登各大報質疑太極雙星9大疑點,籲請政府高層正視此事,並盼台北市政府在疑點未清之前勿與太極雙星簽約,免遭「掮客集團」利用蒙受損失。

台北市捷運局昨天就針對中工所提各項質疑逐一提出說明,否認其中有不法,太極雙星也在當天晚間發布新聞稿反擊。

今天上午中華工程再度召開記者會,蔡維力抱怨局運局,當初因為當初參與評選所提的財務分析中,有明示是否需要政府提前支付費用的選項,中工依穩健的財務計畫勾選「需要」政府提前支付,結果卻變成扣分項目。

蔡維力質疑,假使依太極雙星採取不處分不動產的方式,除非得標廠商是具有雄厚資金實力的壽險業,否則一般企業如何負擔700億元興建經費和至少100億元裝潢費用的資金巨大壓力?

蔡維力稱,前捷運局長賴世聲曾向中工借牌遭拒,後來出現在太極雙星團隊,太極雙星團隊是否也有「變相借牌」之嫌?此外,評審委員之一的吳福祥為前高鐵局長,退休後擔任太極雙星團隊絕對主導的賀川國際參標顧問,有「球員兼裁判」之嫌。

太極雙星昨晚新聞稿則澄清,發起人股東並無1年內轉讓股份、違反公司法情事;馬來西亞商怡保花園有限公司、馬來西亞商谷中城私人有限公司均為太極雙星團隊成員,兩家公司均已於近日完成在台分公司的設立,無「借牌」一說。

DORTS defends bid for Taipei Twin Towers project

Taipei’s Department of Rapid Transit Systems (DORTS) yesterday defended the bidding process for the Taipei Twin Towers project (台北雙子星) near Taipei Railway Station, amid questions about the qualifications of both the evaluation committee and the developer.

It said that the department would take action if the developer was found to be involved in any illegal acts.

The developer, a multinational consortium composed of Taipei Gateway International Development (太極雙星), Malaysia’s IGB and Mid Valley City in October won the contract to develop two high-rise buildings that would cost between NT$70 billion and NT$80 billion (US$2.39 billion to US$2.73 billion).

Shortly after the Taipei City Government announced the project developer, BES Engineering, which lost the bid to the consortium, questioned the qualifications of the former director of the Bureau of High Speed Rail, Wu Fu-hsiang (吳福祥), as a member of the review committee on the selection of the developer.

Wu is an advisor to Kagawa International Investment.

The corporation and Taipei Gateway International Development both draw the bulk of their funding from Japan’s Mori Group, which made it a conflict of interest for Wu to serve as a member of the review committee, BES Engineering said, accusing the city government of violating the Government Procurement Act (政府採購法).

BES Engineering also questioned the consortium’s financial strength, given the large amount of funding required for the project.

DORTS Commissioner Richard Chen (陳椿亮) said the department has reviewed all of the 17 committee members and found no relationship between Wu and the companies involved in the bid, while insisting on the impartiality of the process of finalizing the developer.

He said that the bid for the project was not solely based on the bidding price, as applicants’ financial situations and construction design skills were also taken into consideration.

“The project’s developer was determined via a legal process. If any evidence is found to prove illegal acts in the bidding process, the department will handle it in accordance with the law,” he said.

The consortium is expected to break ground for the construction of the two high-rise buildings within one year.

The project is scheduled to be completed in 2017, and the twin towers will serve as the main hub for the Taiwan Taoyuan International Airport MRT line to Taipei and five other railway and MRT lines.

Finally above ground! I'm surprised they didn't take the opportunity to widen the roads and buffer more space for these new towers. I guess it's too expensive to buy some of this prime land from developers. The traffic is only going to get worse.

Taipei city government said the dateline of signing contract is 2013.02.21.
