County prepares to strike lucrative deal for failed courthouse site

Instead of a new civil courthouse, how about a massive, privately financed mixed-use development that will pour millions of dollars into public coffers?

The Travis County Commissioners Court will vote today to approve a deal with two firms – Lincoln Property Company and Phoenix Property Company – that will give them a 99-year ground lease on the land.

The Lincoln-Phoenix proposal envisions a titanic mix of office, residential, retail and parking. Per the county’s stipulations, the developer must adhere to stringent construction worker protections that align with the city of Austin’s Better Builder Program, a set of conditions endorsed by the Workers Defense Project. The firms will also ensure that 10 percent of all housing on the site is reserved for “low-to-moderate-income residents, based on the city’s Density Bonus Program,” according to a county press release. Furthermore, Lincoln-Phoenix will make a “major donation” to the Austin Parks Foundation to support the restoration of Republic Square Park just to the property’s north. The amount of that donation has not yet been revealed.

Travis County officials announced a deal Tuesday with a pair of developers who will build on the vacant county-owned block at 308 Guadalupe Street where officials originally hoped to build a new civil courthouse.

The lease with Lincoln Property Company and Phoenix Property Company, which plan to build a mixed-use project on the site, will bring Travis County nearly $430 million in lease payments over the next 99 years. Officials started looking for developers to buy or lease the site last year, after voters in 2015 rejected a bond proposition to build a courthouse on that site.

Travis County will receive an initial $13.4 million payment at closing on Wednesday. That money and the future revenue from the site will help officials pay for a new civil courthouse elsewhere, officials said.

These are the only renderings we've seen so far, but it's believed this isn't the current plan since the county only just now selected a developer.

Yeah, that design looks to be around 710 feet or so. The Austonian is 683 feet.

Reminds me of Stantec HQ in Edmonton, under construction. There's no curves on Stantec and the roof doesn't slope but the general massing is similar.

A site plan was filed Monday for a project, and the filing listed the address as "400 East 4th Street" however, we believe that's a typo. It's unlikely that a project is planned for that block because that block happens to be the site of Brush Square Park. However, 400 West 4th Street would be on the other side of downtown on a block that just so happens to be a fully vacant block and was formerly the site of a proposed county courthouse, along with commercial use tower. Travis County now is taking bids to develop the block. One of the files for this indicates that the site is currently a parking lot, which the vacant block very much is. The name of the project is also "The Republic". Republic Square Park sits across the street from the former "courthouse block".

Anyway, the filing is for a high rise office building with mixed uses. Hopefully, this will include residential or a hotel, because if it does it'll likely be a big tower. If it's only office space, it's unlikely to be as big since this is a fully vacant block, and we don't want anymore 400 footers.

No renderings yet for the new current plan, but the Austin Business Journal gained access to the site plan and was able to view the building elevations, which give a pretty good idea of the shape of the tower. We also finally know how tall it'll be.

This will become Austin's tallest and largest office building eventually beating the 542 foot, 36-story Block 71 Tower a few blocks away that is currently doing site prep.

The tower would be 37 stories, plus a roof, or about 586 feet high.

The project would be 1.42 million square feet. That includes 711,401 square feet of office space. There’s also 21,463 square feet of retail proposed, including restaurant and shop space on the ground floor.

There is a total of 1,644 parking spaces proposed and 96 bicycle parking spaces. There would be 690,692 square feet of parking.

eh I don't like it. I feel like I should, but something seems... off. I like the original massing much better. This one is a monster. Massive podium, lines in every which direction and its t h i c c.

The 07/23 backup files for 2A are for the new tallest 6th & Guadalupe. The files for this project are 2B.

I like it. I usually don't like sloped or angled facades, but Austin needs something different. Too many glass boxes so far. It reminds me of some of the big office towers in New York.

Assuming all things are go, there is a new 600' right on the waterfront 2 blocks to the West and the new tallest 3 blocks to the North along with another 500+ footer 2 blocks over from the new tallest.

Two projects proposed as Austin’s tallest towers earn unanimous design approval Monday

Two projects, totaling 1,546 feet in height and 2 million square feet and separated by only two downtown blocks, moved forward Monday night following design approvals.

If the projects earn final approval, they would each eclipse Austin’s current tallest building, The Independent at 801 W. Fifth St., which stands at 685 feet.

The 6th + Guadalupe mixed-use project at 600 Guadalupe St. is proposed to stand as Austin’s tallest tower at just over 837 feet, totaling 1,133,430 square feet. Just two blocks south at 401 W. Fourth St., The Republic office and retail project would stand as Austin’s second-tallest structure, reaching roughly 708 feet high and encompassing 920,500 square feet.

Both projects earned unanimous approval from Austin’s Design Commission, which provides advisory recommendations to the City Council on urban design standards.
