Government Public Works Contracts in Toronto, Canada

I was hoping someone could tell be where I can get public works contracts for building works in Toronto?

Also, is there any guidance notes that explain each clause?

I am a student in Ireland, and I worked the past to summers on Torontos' Subways.I will compare Irish contracts to Torontos' contracts for my thesis. Its just difficult to find the contracts for Toronto!
