That 'student housing project' item in terms of the interim control by-law has an OMB date of May8/9.

I'm glad you can explain this C of A restriction. I couldn't figure it out.

Do I understand correctly from that that over 90% of the facility's floor area will be for purposes other than temporary shelter?

According to the site plan, the building footprint is roughly 1542 square meters. Across all floors and basement, the building is 6159 square meters.

It's strange that the bylaw specifies changing square footage usage as requiring council approval, and not changing the number of beds allocated. I don't know if this would happen, but I could see the SA increasing density within their 801 square meters to the point where it becomes a safety issue, at which point council will have no choice but to approve the usage change.
