Actually it looks like quite a bit of progress between the photos. . .

One year for piling, they have hardly begun on the basement, the center building UC is the Mall, the City Hall and City Duma lot is the one above it. Even the acess ramp is still there.

The City hall is at the base of the ramp, the blue tarp is where the mercury city tower will rise, another 1000 feet tower.

City Hall is on top corner of the pit. They are working on foundation for tower 1.

As it was said - blue tarp is for mercury city tower (380m).

this possibly was redesigned into one big single 309 meters supertall, however there are no confirmations yet.
