You are correct - 15 stories of apartments. In fact, the payment machine for the surface lot it will replace was removed this weekend so it's no longer a pay lot and must be weeks, maybe only days, away from starting.

Wells / Hubbard closed due to high winds - fears of material blowing off of the site.

The straps keep workers who are blown off from landing in traffic.
