Ah that's one of the 3 Mega Hospitals the CDN government is building I believe. Apparently there is an even larger one u/c up near the 401 and 400 but I've seen no pictures of it yet.

Im not sure if you meant that this site is in Toronto but this is the $1.8 billion McGill University Healthcare Center Superhospital in Montreal.

To be fair that is one of the most high end buildings in the city. Prices are over $2000 a square foot in some units.
