When he says federally-owned Hurdman lands, he means the land due-east of Hurdman Station? The land that forced the S-curves and build-out of the underpass to knowhere and the lack of logical bus-travel direction?

Yeah, we should use that land for something like this, I like it. Perhaps with a couple of condos, a hotel, and a full sports center. Small-scale free community items included (skate parks, basketball courts, and outdoor rink) It can't just be a pool building with a small parking lot in a windswept pocket of brush-land.

That is, if we can get around the contaminated backfill, significant wetland/invasive species swamp, Rideau River Runoff, Karen who likes to ski in there, the homeless camp right in the middle of the brush, dealing with the NCC, and finding a significant design that isn't 'cadillac'.

Kettleman's Basilica is so funny.

But yes, it should be obvious that a Downtown arena resolves almost all of the issues that currently plague the Senators in Kanata. Just a shame it couldn't have been addressed thirty years ago.

Very cool graphic. Biggest surprise, though, is the fact there is 159k people within 10k of the current location! It's crazy how much growth there has been in the last 30 years. When I moved to Ottawa in '89, Kanata had 16k and I don't think Stittsville had more than 10k.

Look at the park created next to the football (soccer) stadium in Krasnodar Russia. Instead of a parking lot, they got this amazing public space. The city has a population of about 1,000,000. Ottawa could never accomplish anything close to this.

Yes yes, another article about how the Quebec's neglect of the Outaouais continues even after acknowledging its existence. It's like politicians in l'Assemblée Provincial are doing it on purpose. Forget caching-up, they continue to not even give us our fair share.

Infrastructures sportives: Québec a refusé les grands projets de l’Outaouais

Certains des projets d’infrastructures sportives que se sont engagés à soutenir les candidats de la Coalition avenir Québec (CAQ) en Outaouais, mercredi, viennent pourtant d’être rejetés par le gouvernement il y a à peine quelques mois. C’est ce qui ressort d’une compilation effectuée par Le Droit au cours des derniers jours.

Des projets comme la construction d’un complexe de deux glaces à l’école secondaire Hormisdas-Gamelin, l’aménagement d’un terrain de soccer synthétique intérieur à l’école Philemon-Wright et l’agrandissement du bloc sportif au campus Gabrielle-Roy du Cégep de l’Outaouais ont tous été soumis par les institutions d’enseignement, ce printemps, dans le cadre du Programme de soutien aux infrastructures sportives et récréatives scolaires et d’enseignement supérieur (PSISRSES). Ces projets bénéficiaient d’un appui voté à l’unanimité par le conseil municipal de Gatineau en décembre dernier. Ils ont tous été rejetés par le gouvernement.

L’Outaouais fait d’ailleurs pâle figure dans ce programme de subventions du ministère de l’Éducation. Des 175 millions de dollars disponibles, l’Outaouais n’a reçu que 1,5 million pour financer cinq projets. Cela représente 0,8% de l’enveloppe. C’est peu en comparaison de régions comme le Saguenay (6,3 M ), Chaudière-Appalaches (11 M), le Bas-Saint-Laurent (11 M), l’Estrie (12 M), le Centre-du-Québec (14 M) et la Mauricie (24 M).

Alors que des projets de construction de gymnases, d’aménagement de surfaces synthétiques et de réfection de piscines d’école ont été financés par dizaines partout au Québec, l’Outaouais a pour sa part reçu quelques dizaines de milliers de dollars pour revitaliser trois cours d’école. La réfection de la piscine à l’école secondaire Grande-Rivière qui a bénéficié d’une subvention de 956 000$ est le plus important projet financé par Québec dans la région. Le Centre de services scolaire des Portages-de-l’Outaouais et le Centre de services scolaire des Draveurs affirment tous deux avoir soumis seulement deux projets dans le cadre du programme. Le ministère de l’Éducation et de l’Enseignement supérieur du Québec précise que neuf projets ont été soumis par des établissements de l’Outaouais dans le cadre du PSISRSES. Cinq ont été retenus.

Dormir au gaz

Le directeur général de l’Association régionale de soccer Outaouais (ARSO), Richard Gravel, est d’avis que la région de l’Outaouais a «carrément dormi au gaz» dans ce dossier. «Nos établissements scolaires n’étaient visiblement pas sur les blocs de départ quand ce programme a été annoncé, a-t-il affirmé en entrevue avec Le Droit. Il y a un méchant problème si on est pas capable d’aller chercher plus que des miettes dans un programme de 175 millions. Il faut se prendre en main. Nous voyons tous l’état délabré de nos infrastructures sportives dans la région. Nous voyons tous qu’il en manque, partout. Est-ce qu’on manque d’imagination à ce point-là? Il faut soumettre des projets, il faut tirer notre épingle du jeu. Il y a 20 ans nous étions la région la mieux équipée pour le soccer au Québec. Aujourd’hui nous sommes complètement à l’arrière du peloton.»

La mairesse de Gatineau, France Bélisle, a tenu à rappeler au gouvernement du Québec que l’Assemblée nationale a reconnu, en 2019, que la région a été victime d’un sous-financement historique dans plusieurs domaines et que du rattrapage devait impérativement être réalisé. «Je ne sais pas quelle est la définition de rattrapage pour le gouvernement du Québec, mais je crois qu’on peut certainement lui renvoyer la motion unanime de l’Assemblée nationale», a-t-elle lancé en réaction au peu de projets financés par le gouvernement dans le cadre du PSISRSES.

Mme Bélisle rappelle que la Ville de Gatineau avait appuyé plusieurs des demandes du milieu scolaire. Selon elle, Québec doit percevoir les écoles comme «des coeurs» pour leur quartier. «Ça doit devenir des pôles animés et on a la responsabilité d’avoir une vision dans l’utilisation des fonds publics, a-t-elle ajouté. Il faut mieux s’arrimer pour faire des infrastructures. Le partage entre le scolaire et le municipal doit se faire. […] Il faut mieux gérer les dollars des citoyens pour faire ensemble des infrastructures qui vont servir à l’ensemble et qui contribuent à la vitalité des quartiers.»

'Granny groomers' keeping Britannia Winter Trail in tip-top shape
"What this trail has done for our community has been amazing"

They call themselves the Britannia Winter Trail’s “Granny Groomers” — kindly seniors who drink tea, “crochet in their spare time, have lots of hard candies and you know they have tissues in their sleeves.”

Whether all of that is true is open for debate: Judy Dudley and Marlene Cross are more likely to spend their spare time in kayaks or on cross-country skis than sipping afternoon tea. But Dudley and Cross really are grandmothers and, astride a powerful snow machine, the two friends help keep all 16 kilometres of the multi-use winter trail system in west-end Ottawa open for business.

“I’ve done a lot of volunteering in my adult life. Hands down this is the most rewarding,” said Cross, 60, a grandmother of two. “It’s so good for the community. It’s good for my family, if they’re visiting. So, yes, it’s hands down the most rewarding.”

Now in its third full season, the Britannia Winter Trail is run by volunteers and has groomed trails from Cleary Avenue in the east to the Nepean Sailing Club in the west. (NCC construction along the riverfront in Belltown means the trail isn’t continuous this winter.)

That means groomers such as Cross and Dudley — there are about 10 in all — spend up to seven hours a day on their snow machines, dragging heavy sleds that set the snow along the Trans-Canada Trail and on various side loops. Dudley, president of the association, estimates the system has seen as many as 80,000 visits through the COVID pandemic.

“People just came out of the woodwork,” said Dudley, 63.

“I got an email from a gentleman who was using the trail every day because he was so isolated. He said, ‘You saved my life. We have somewhere to go every day.’ I keep that top of mind for days when I’m tired of going out in -15 C or -20 C. I remember that that’s why we’re doing this.”

This year, the trail network has been extended around Cleary and Ambleside, bringing access right to people’s front doors. Dudley counts one couple — he’s 91 and she’s in her late 80s — among her favourite trail users.

“We have many elderly neighbours in this community and we don’t have sidewalks and there was nowhere for them to walk. They used to go to Carlingwood and walk around the mall, but they said ‘We’d love to be outside instead.’ Now they’re walking the trails.”

Cross and Dudley first met at a public meeting organized by Bay Ward Coun. Theresa Kavanagh to gauge support for the idea of a trail network in Britannia. The Kichi Sibi Winter Trail network (then known as the SJAM Winter Trail) and Ski Heritage East in Orléans were already up and running with a free community trail network.

After a four-week pilot project in the winter of 2018-19 using a $2,000 second-hand Ginzugroomer shipped from Prince Edward Island and a snowmobile borrowed from a Belltown neighbour, the Britannia Winter Trail was officially launched in 2019-2020.

Thanks to community fundraising, some money from the city and the NCC and successful grant applications, the system now has its own $15,000 Skandic snowmobile and its brand new $25,000 Can-Am Outlander tracked all-terrain vehicle. The group has also received 25 sets of kids’ ski sets that it plans to use for clinics teaching young people how to cross-country ski.

While the “grannies” and the other groomers are the most public face of the trail, a whole volunteer network toils behind the scenes to keep the system going.

“There’s a whole board of directors that put in hour after hour after hour,” Cross said. “They deal with the city and set up the insurance. There is a treasurer who spends hours each week figuring out our expenses. Then there are people who come up with fundraising ideas and events. It’s a perfect partnership.”

As president, Dudley estimates she spends about 20 hours a week working on the trail, either on grooming or on board matters. A relatively new resident of Belltown, Dudley says she can’t walk anywhere without stopping to chat with newfound friends on the trail.

“What this trail has done for our community has been amazing,” Cross said.

“I’ve lived in Belltown for 28 years. And having the trail here has just opened up so many doors to meeting people. The community has become much more friendly.”
