A strong node can develop even if it's not #1. In many industries, that tends to be something that builds upon an existing strength. For Detroit, maybe automated cars or automated aircraft can be the thing, along with other sectors that use similar/offshoot tech.

It's Metro Detroit and directly connected to the city center by rail. There are multiple other universities in Detroit's core; UofM doesn't need to be downtown Detroit to contribute to the region's standing in technology. They've actually been expanding their presence in central Detroit anyway and they also have a branch in Dearborn.
