One Financial Center Ltd., owner of One Financial Plaza, a high-rise office building in downtown Fort Lauderdale, wants to change its makeup from office to mixed-use.

The owner wants to add a 200-room hotel, commercial and residential units to its 4.01-acre site on Southeast Third Avenue.

Fort Lauderdale-based McLaughlin Engineering will present the developer’s project changes to the Broward County Commission on Tuesday. It will ask to reduce the office space from 235,300 to 218,550 square feet, but add a 200-room hotel, plus 25,000 square feet of commercial space and 300 residential units. The residential units would consist of 120 one-bedroom units and 180 two-bedroom units.

If approved, the developer will be liable for an $80,880 regional impact fee and a $3,120 administrative fee for the dwelling units.

One Financial Center LLC is the manager for One Financial Center Ltd.

According to state records, One Financial Center LLC’s managers are Stephen M. Douglas and Kenneth H. Simigran.

FORT LAUDERDALE - Call it Recession Park.

A vacant half-block on premier Las Olas Boulevard has been planted with grass and lined with bushes and mulch, as a proposed expansion of the historic Riverside Hotel sits on hold.

The Las Olas Co., owner of the Riverside Hotel, asked the city for an extra three years to act on the hotel expansion, and a city vote on that is coming. The company already had shuttered thriving businesses on the block -- including Cafe Europa, Objects d'Art, and O'Hara's Jazz & Blues Cafe -- and in February tore them down.

The vacant properties just east of the Riverside Hotel, stretching to Eighth Avenue, created an unsightly gap on the city's posh shopping boulevard. But the lot was sodded and lightly landscaped this past weekend.

It won't be an official park because it's privately owned and intended for development. But it might be used for weddings and other events.

City Manager George Gretsas said he urged the company to "activate" the space.

"If it's something that can draw new people to the boulevard that'd be great too," said Gretsas, "but at the very least, what we've got there is a gaping hole and a dead space and it's not good for the boulevard, and the primary thing is to activate it as soon as possible."

"The merchants are really, really excited," said Laura Mogilewski, executive director of the Las Olas Association. She said even though the green space will be private, the merchants hope it can be used for events.

Las Olas Co. is the latest in a string of developers asking the city for more time to build major projects that were approved in recent years.

Las Olas Co. spokeswoman Heather Krasnow said the hotel will be expanded as soon as the company gets favorable financing.

Is that downtown in the foreground? It's been so long since I've been to Ft. Lauderdale, I can't remember.

I had forgotten that it was not on the shore, but rather a little more inland. It looks great. I just love that whole stetch of coast, from Ft. Lauderdale down to Miami. Tampa just cannot compare.

FORT LAUDERDALE - It's the end of the line for Tri-Rail.

The $65 million state budget includes nothing to help the financially struggling commuter railroad.

A last-ditch plea for money to cover operating costs failed, Tri-Rail officials said today.

Starting Oct. 5, the number of weekday trains will be slashed to 30 from 50. All weekend and holiday trains will be eliminated.

Under that scenario, Tri-Rail can last 18 months.

But a total shutdown could come sooner if Broward, Palm Beach and Miami-Dade counties pull their funding this fall. Broward County Commissioner and Tri-Rail board chairman Josephus Eggelletion said if one county stops sending money, the other two should as well.

If that happens, Tri-Rail will have only enough money to continue running for nine months, or until July 2010.

Broward Mayor Stacy Ritter said legislators should feel ashamed for not helping Tri-Rail get a $2-a-day rental car tax for operating costs, just as more people are using public transportation. But they don't.

"It's easy for them because they don't see the face of the people hurt," Ritter said.

FORT LAUDERDALE - The city that calls itself the " Venice of America'' and relies on marinas and boating to stay afloat will reach its 100th birthday without a museum dedicated to all things maritime.

A lengthy effort to open the city's first and only maritime museum has failed. Marine-loving volunteers couldn't raise the money to run the museum, city memos say, even though they were offered free rent in a brand-new waterfront building,

A public-private deal gave the museum its best hope, but city commissioners today will be asked to walk away from it.

The city in 2003 leased the riverfront site in the 300 block of Southwest Second Street, home of a former post office, to developers Alan Hooper, Tim Petrillo and Kelly Drum. The deal required them to build 16,800 square feet of live-work studios with retail space on the ground floor; 15,000 square feet of retail, office and restaurant space; and a 5,600-square-foot maritime museum.

The New River Trading Post was built and is open. But the museum space is empty.

Hooper said the museum group changed over the years and "couldn't raise the money. They couldn't put the deal together.''

The museum would have occupied the space rent-free, but would have had to pay $40,000 to $60,000 annual maintenance, plus the cost of operating the museum.

"We did everything we said we would do,'' Hooper said. "We built them the space.''

Commissioners must decide whether to release the developers from their commitment to include a museum and are expected to discuss what they'd like to see in that space instead. If the new tenant is a for-profit venture, the lease says the developer's payments to the city will go up.

City officials who approved the deal originally were very excited about the prospect of having a maritime museum on the river.

Former Mayor Bob Cox presented the museum idea, and his grandson, Drum, is part of the development team.

He talked about how they wanted the streetscape to be consistent. He said they looked at the materials used in Huizenga Plaza so everything transitions. He said it will be one of the best streetscapes in the downtown.

Mr. Yue continued with the presentation. He showed the street level view. Chairman Ladd asked about the sidewalks on the three frontages and Mr. Yue explained further. Mr. Yue said the canopy used is aluminum and there are no columns and no structure. Chairman Ladd asked about the East and West elevation and Mr. Yue said the code required 5’, but they increased the setback to 8’. They discussed the landscaping. Mr. Ladd asked if the street lights around the perimeter of the building are like what is in Huizenga Plaza and Mr. Yue said yes. They talked more about the garage. Mr. O’Shea asked how many levels of parking it will be and Mr. Yue said 9 ½ levels. Chairman Ladd asked if there was anything they could do with replacing the palms on Las Olas east of the site to make the area more appealing and Ms. Davis said there are a lot of underground issues and easement issues to deal with.

Mr. Toal wanted the Board to know that they’ve remained consistent by working with the Riverhouse on parking and they are not close minded to alternatives. They’ve also met with the Museum of Art to work with them on any issues. Mr. Wren said he’d like to continue this dialogue with reference to the urban oasis concept they are doing downtown so maybe they can do something in the interim.

Mr. O’Shea asked what stage the project was in and Ms. Davis said they are going through DRC signoffs now. Chairman Ladd asked when they would be going public and Mr. Toal said they are working hard with the City and once that is done, they would publicize it. Chairman Ladd offered the DDA’s help with marketing the project. Mr. Toal said credibility is important to them and they will go public once it is approved and welcomed the DDA’s offer to help. Ms. Davis added that they’ve gone through about 30 different drafts and they want it done right. Mr. Toal thanked the team for their work.

Although not up to date. The tallest tower is now the left tower, while the two up front-center are the shortest.

...Cymbal originally envisioned a much bigger project, with more than 1,000 rental units in two 36-story towers and a 25-story tower. The project would be closer to one of the city’s older single-family home neighborhoods than Related’s project, and across from the pioneer village.

After talking to residents of the Esplanade condominium and other neighborhood stakeholders, Cymbal reconfigured not only the height of the towers, but also the project’s density and scale.

Now, the tallest tower, on the east side of the 6-acre property, is 33 stories, and the other two towers, which are closest to the Esplanade, are 28 stories. The change in building heights eliminates about 100 units from the overall density, said Cymbal, who bought a condo in the Esplanade as a way to better understand the neighborhood...

Located at 3029 Alhambra Street on a tight little piece of real estate, the hotel is a totally vertical glass-and-white-stucco box, with car elevators to access the garage, colored cutouts on the otherwise white facade, and a cafe on the ground floor.
