The lack of a skyline may be temporary. But the eleven-lane highway is here to stay. That's not exactly pedestrian friendly.

Nonetheless Seoul is full of such roads and people cross them on foot.

^It is directly connected to central Seoul via line 1 of the Korail system.

The website claims that a rail line is under construction. That makes more sense than a claim that it is already connected.

The Incheon airport was opened in 2001, but the rail connection to Seoul is still not complete. (A quick web search indicates that you can now take a train to Gimpo airport and then switch to the subway, but the direct line to Seoul's main station is still unfinished).

However Korea is not Europe or America and there are other alternatives. Express buses are cheaper (and often faster) than the train and a dense network of bus routes running on regular schedules covers most of Korea. You can be sure that as soon as a road is available, there will be regular express bus service to Songdo.

The main problem with express bus service in Korea is that you never know how long the driver was out carousing last night.

The AREX line from the new airport to Kimpo and downtown doesn't go anywhere near Songdo...
