MOSC APPROVES KAOHSIUNG MRT EXTENSION TO LUJHU

After 15 long years, the Kaohsiung MRT has finally been approved by the Ministry of Science Technology to extend the line to the city's Lujhu District. The first phase is to construct the extension to the Gangshan Train Station, with a budget of 3.06 billion NT Dollars of which the city and central government each financed half. The line is expected to be in operation after 4 years. However some scholars believe, since the extension line is parallel to the railroad lines, it could result in a ridership decline.

Kaohsiung City has been planning to build a complete Mass Rapid Transit (MRT) network. Since 2011, Kaohsiung City Government proposed a plan of extending the Lujhu Line 27 times in the past 15 years, but each time was rejected by the central government. Mayor Chen Chu recently went to Taipei and proposed the plan again. The Ministry of Science Technology finally approved her proposal. The first construction phase is to extend the MRT line to the Gangshan Train Station. The budget total is NT$ 3.06 billion with a four-year construction time.

Actually, the extension line is aimed at different groups of passengers. The Gangshan-Lujhu Extension Line, will serve several large industrial areas including the Southern Taiwan Science Park. The businesses and population there have increased in recent years. Therefore our proposal was approved by central government.

The second construction phase is to extend the MRT end point to Dahu Train Station, a total of 11.75 kilometers with a budget of NT$27.28 billion. The Lujhu Extension Line estimates higher passenger numbers as the line will pass through the Southern Taiwan Science Park and Benjhou Industrial Park.

高捷路竹延伸線退件27次 國發會准了

(中央社記者王淑芬高雄28日電)歷經15年,高雄捷運路竹延伸線第1、2階段共被退件27次,高雄市長陳菊今天親自出馬,終獲國發會審查通過兩階段延伸,捷運局概估第1階段延駛到岡山火車站可望在109年通車。

陳菊在確定審查會通過捷運路竹延伸線兩階段案,隨即在臉書上貼文說明這個好消息,同時也揭露市府爭取路竹延伸路線被退件27次辛酸的過往。

捷運局官員指出,在民國100年到103年6月,中央同意第1階段可行性計畫就已提報21次遭退,後來陸續又修正再提案至今。

高雄捷運延伸線爭取過程艱辛,捷運局規劃案一次次被中央要求重新修正,使得北延伸線推動進度緩慢。

陳菊今天帶領副市長許立明、捷運局長吳義隆出席審查會並說明「高雄都會區大眾捷運系統岡山路竹延伸線(第一階段)暨周邊土地開發計畫綜合規劃報告書」、「高雄都會區大眾捷運系統岡山路竹延伸線(第二階段)及周邊土地開發計畫可行性研究報告書」,結果兩案順利審查通過。

路竹延伸線(第一階段)路網到岡山火車站,長1.46公里,經費新台幣30.6億元,中央分擔15.35億元,市府出資15.25億元;路竹延伸線(第二階段)長約11.75公里,建設經費約272.83億元,中央分擔161.53億元,市府是111.30億元。

路竹延伸線計畫路線將經過南科高雄園區、電信技術中心、本洲產業園區、永安工業區等,止於湖內區台鐵大湖車站附近,長11.75公里,沿線設7站,預估服務人口約35萬。

捷運局說將著手辦理第1階段工程基本設計,希望趕在明年底公告發包,以2年半工期完成;雖然路網只有1.46公里,捷運局說要跨越高架橋,還要打造無橋墩跨越阿公店溪的基座,工程有難度,拚109年通車。

至於路竹延伸線也將進入綜合規劃階段,捷運局允諾趕進度,盼早日辦理工程發包,擴大捷運的服務範圍。1051128

高捷延伸案 國發會通過了

(中央社記者陳政偉台北28日電)高雄捷運岡山到路竹延伸線第二階段可行性評估案,之前被退回逾16次,今天再送國家發展委員會議審查,確定通過可行性研究報告,同意進入綜合規劃,正待行政院核定。

國家發展委員會今天召開第35次委員會議討論,除通過交通部陳報「高雄都會區大眾捷運系統岡山路竹延伸線(第一階段)暨周邊土地開發計畫綜合規劃報告」,也通過交通部函陳高雄市政府所報修正的「高雄都會區大眾捷運系統岡山路竹延伸線(第二階段)及周邊土地開發計畫可行性研究報告書」,同意進入綜合規劃,並且待送行政院核定。

高雄市長陳菊今天親自出席國發會委員會議,爭取高捷第一階段延伸線到岡山火車站、第二階段到路竹的計畫都能通過。高捷岡山路竹延伸線第二階段計劃向北延伸共興建7站,包括增設岡山火車站、南科園區、路竹到湖內等站。

國發會副主委曾旭正表示,第一階段計畫總經費為新台幣30.6億元,財務自償率為27.39%,中央補助經費為15.35億元,高雄市政府則籌措15.25億元(含自償性經費)。高雄市政府預定計畫核定後4年,即民國109年底,完工營運通車。

曾旭正指出,委員會通過第二階段計畫可行性研究報告,若經行政院核定,建設總經費預估272.83億元,高雄市政府預定116年底完工通車。

曾旭正說,預期計畫完成後,將可帶動北高雄地區周邊的南科高雄園區、岡山本洲產業園區、永安工業區、南區環保科技園區等產業園區發展,並服務大岡山、路竹及湖內等地區大眾運輸旅運需求。1051128

Work on Kaohsiung Metro extension likely to start by year's end

Aug. 15 (CNA) Construction work on an extension of the Kaohsiung Metro connecting Gangshan South and Gangshan stations in western Kaohsiung could start before the end of 2018, the city's the Mass Rapid Transit Bureau said Wednesday.

Submissions from two bidders for the 1.46-kilometer section at the north end of the metro's red line will be reviewed by the end of August, the bureau said.

Bureau deputy head Wu Chia-chang (吳嘉昌) said the process will evaluate the bids based on multiple criteria, focusing on quality control rather than price.

It will cost an estimated NT$1.8 billion (US$58.3 million) and take two years for ground construction on the first phase of the new line to be completed, the bureau said.

The second phase will involve the installation of power supply and mechanical systems, Wu said, as well as a further extension of the line into the city's Luzhu and Hunei districts in the north.

The red line is currently 28.3 km in length and covers 24 stations, running from Siaogang to Gangshan South.
