The Isle of Wight is included. I suggest you double-check the GLA document that defined that metropolitan region.

The figures I gave do not come from the UK census, which indeed underestimated the population of Greater London. They come from mid-year estimates by ONS which redressed the census figures to take into account the undercounts.
