Massive Earthwork on HWY1 near 240th St in Langley

Does anyone know what the earthwork on the South side of Hwy1 at about 240th is about? There is a temporary entrance and exit for construction vehicles, lots of heavy equipment and earth moving going on.

Bet it's to start the facilitation of the climbing lane.. Although I would have figured it would have been just tacked on along the left lane of EB Highway 1.
