While the South Waterfront has had some of the highest numbers of boom cranes hanging over it, of all the Portland neighborhoods in the past decade, it's still seemed underdeveloped and cut off from the rest of downtown.

But that's all changing as the district's masterplan comes to fruition. A two-building development is currently in closing mode at the final block that completes RiverPlace in the South Waterfront, with subbids being reviewed by Hoffman now.

Kim McKay, executive vice president of BRIDGE Housing, is the developer on the project.

It is a good addition, though I am more excited about all the redeveloping they might do just north of these two buildings.

Williams is awesome! I'm always amazed at how quickly that neighborhood is urbanizing. It's fantastic at street level! Yet, I don't think I've seen a 13 story building going up down there.

This development is going to fill out the area nicely, blessedly blocking the PGE substation, and provide much needed "affordable" units.

And the development along Williams has been pretty amazing. This will fit into the Riverplace area now, and even more so in the future if the redevelopment happens.

I think they might be moving that substation to under the Marquam on-ramps!

That sure would be nice, but per this article it looks like the Marquam Substation project is actually replacing equipment over by OMSI.

Which that would make sense because of OMSI wanting to realign the road to go through the current substation. Who knows, maybe they will combine the two into one, that would make sense without knowing the details of how substations work.

Damn, this entire time I thought the substation being built on SW Water was replacing the substation next to Riverplace. Oh well, I’m sure it’s time will come eventually...

It's always easy to tell the difference between people who care about living in a city versus people who just want better postcard photos.

My thoughts exactly.

I'm really excited about this being built. The design isn't bad, but I'd prefer something timeless rather than trendy, especially for the taller building. As long as it doesn't end up looking cheap I'll be happy.

South Waterfront doesn't really lack buildings. What it lacks is a pedestrian connection to the rest of the city. It almost doesn't matter what they build along the stretch between SoWa and Riverplace, as long as it has a sidewalk and some storefronts ...

The Portland City Council is slated to decide Wednesday whether to spend $21.6 million to subsidize the development of an apartment complex that would offer deeply discounted rents.

Mayor Ted Wheeler and Housing Director Kurt Creager say the council should spend urban renewal funds to build a 13-story building with 203 low- and super-low-rent apartments on Southwest River Parkway just north of the Marquam Bridge.

In 2015, the city selected Bridge Housing Corporation's proposal to complete the project. The developer proposed building one tower of affordable housing and another with market rate housing on the property.

If approved, the affordable tower will include 90 units affordable to individuals and families making 30 percent or less than the median family income, or about $16,000 for a single person. The rest would be affordable to those making up to 60 percent of the median family income.

The project is expected to cost about $86 million, with federal tax credits and tax-exempt bonds accounting for more than $45 million.

It "is a significant commitment" to Portland's lowest-income residents, including those recently homeless or at risk of becoming homeless, Creager said.

So I am a little confused here, is the original plan not happening or are they just making one of the buildings be low income? It would seem odd that the larger building be done at below market rate and then only building a smaller building of market rate units.

Orange fencing has gone up around this site and there is also a crane of some sort but I didn’t get a good look at it so I’m not sure exactly what it was.

BRIDGE Housing, the San Francisco nonprofit affordable housing developer behind The Abigail in Northwest Portland, held a groundbreaking ceremony today for the first phase of its RiverPlace Parcel 3 project. The development, at 2080 S.W. River Dr., will consist of 203 affordable apartments.

Ninety of the units will be reserved for households earning up to 30 percent of the Median Family Income, which is up to $17,940 for a family of two. Ten of those will be reserved for homeless veterans. The rest of the units will be for households earning up to 60 percent of MFI or $44,820 for a family of four.
