Upcoming Film City - A new dimension to urban recreation

Take 70 acres of verdant land, mix it with the fertile imagination and hard work of a couple of hundred employees, add the spirited leadership of an IPS officer, and you have what it takes to revive a flagging public enterprise and redefine the concept of urban recreation.

The sprawling grounds of the Chitranjali Studio complex crowning the Thiruvallam hills on the city border are the crucible of a unique experiment in harnessing the strength and imagination of employees to create the state’s first film city-cum-recreation centre.

The enterprise which falls under the Kerala State Film Development Corporation (KSFDC), is today poised for an image makeover after years of neglect which took it to the verge of collapse.

Spearheading the revival is the incumbent managing director Jacob Thomas, an IPS officer who took over in January this year. The regeneration of the campus involves landscaping 50 acres with flower beds, lawns, shrubs, vines and trees of a multitude of species. Terrain features, water bodies, and buildings constructed to create sets for shooting films constitute the other features.

A brainstorming session convened earlier this year came up with the idea of beautifying the campus and creating a film city. The session decided to make use of the 70 acres of prime land to create a visual spectacle and to attract visitors to the campus to mobilise resources. The employees also resolved to take up the project themselves without consultancy services.

The project proposes the creation of a butterfly garden featuring over 140 species of butterflies and a birdscape where visitors can view endemic and exotic species of birds. Both these facilities depend on the creation of pseudo habitats to attract and retain the winged guests.

Another highlight of the project is a rainwater harvesting system with three artificial lakes. The water bodies are to be stocked with fish and swans. Pedal boats will be introduced to attract visitors. The existing pond on the campus is being converted into a swimming pool to be used for film shooting.

There are plans to create walking circuits, indoor stadium, cottages, cafeteria, ice-cream parlours and a swimming pool. A convention centre that can accommodate up to 600 persons and a catering service are additional income-generating components. Another proposal is to install a powerful telescope on the grounds to make use of the panoramic view from the hilltop. A film museum and a light-and-sound show on the history of films are also on the anvil. “The campus will offer the ideal location for a weekend outing in the lap of nature. We have plans to set up a Chitranjali Club with membership open to the public. The details are being worked out,” says Mr. Thomas.

Film sets, including a nalukettu, railway station, farmhouse and temple, are coming up at various locations on the campus. The features are being designed in the modular form to serve multi-purpose facilities. For example, the railway station building will double up as cottages for lodging while the bogies can be used to ferry visitors around the campus.

Simultaneously, plans are afoot to modernise the studio facilities and outdoor units. “After all, creating infrastructure for the film industry remains our core area. If all goes well, by the end of 2008, a filmmaker can enter the Chitranjali grounds with an idea and walk out with the prints of the film, ” says Mr. Thomas.

Thiruvananthapuram: Piling work for the Rs.245.58-crore international terminal complex being constructed by the Airports Authority of India (AAI) for Thiruvananthapuram international airport will be completed in September.

Over 200 piles have been completed. The authorities are taking up the construction of four to five piles every day. The piles are being simultaneously tested to check if they can withstand the load.

The Rs.165-crore first phase of the terminal complex includes a Rs.115-crore terminal building, apron and a car park in front of the building which can accommodate 575 cars. In addition, parking facility will be provided for the vehicles bringing VVIPs and buses.

“The work is proceeding as per schedule. Over 250 labourers are working on the site round the clock. The terminal will be completed by September 2008 and the commissioning is scheduled for December 2008,” airport director K. Natarajan, who has been promoted as General Manager, Vigilance, at the AAI corporate headquarters in New Delhi, told The Hindu.

The Chennai-based Consolidated Construction Consortium has been entrusted with the work of the terminal, which has a floor area of 23.299 sq. metres. The firm has set up a concrete plant near the site to ensure round the clock work. The AAI has demarcated the site from the operational area by erecting barricades to ensure that flight operations and civil works are not affected.

The work on the AC plant and the ancillary buildings will be taken up after the pile-work is completed in September. Fabrication work for the main terminal building and other works will be taken up simultaneously after September.

The three-storeyed building, constructed on Chaka side and facing the Parvathi Puthanar, has been designed using modern concepts. Basically of tubular structure of elliptical geometry, the building will be constructed using modern construction materials and covered with heat-reflecting toughened glass. All facilities similar to in a world-class airport such as escalators, elevators and aerobridges will be provided. The new terminal complex will have 18 check-in counters, 20 immigration counters, 11 customs counters, two security gates, two baggage claim belts, a bus lounge and a Rs.5-crore sewerage system. The escalator, elevator and the aerobridges will be procured for the airport by the AAI.

Four parking bays would be set up in the first phase at a cost of Rs.14.5 crore, AGM, AAI, S. Aboobacker, said. The four bays would be linked to the 3,398 m runway that would be used for the flight operations.

The tender process for constructing the taxiway to connect the existing runway to the parking bay is being finalised by the AAI, General Manager, AAI, Projects, V.K. Malhotra, said.

In the Rs.80-crore second phase, extension of the terminal building by 50 m on both sides and construction of four parking bays will be taken up.
