It's a proposal / vision, doesn't necessarily mean it's "coming soon".

Well 1. That wouldn't be the tallest tower in Southeast Asia and 2. Just because they start digging does not mean the project is coming to fruition, as has been shown by a very many dead skyscraper projects.
