Jay in Cowtown's rankings look pretty close. I'm going to stick to a quick Top 20. A few comments on each. Let's see...
1. Chicago - the best architecture, height and proportions IMO.
2. New York - volume is tops by far, but prefer the quality of Chicago.
3. Houston - not much new stuff but the best 80s scrapers went to Houston IMO
4. Miami - just getting massive.
5. Toronto - should hop up a couple notches when the new biggies get finished.
6. Seattle - not huge but well-balanced and gorgeous buildings
7. LA - some pretty cool 90s scrapers
8. Philly - Comcast, Liberty Place and some great early scrapers
9. San Fran - the natural setting and hills are amazing.
10. Minneapolis - not a huge skyline, but love the proportions
11. Calgary - once The Bow is done, might hop up a notch or two.
12. Vancouver - huge, and finally getting a bit of height. Great quality and setting too. Would be higher if not for the uniformity.
13. Boston - nice, but no standouts
14. Atlanta - for all the large number of talls, doesn't impress like it should. Maybe it's the layout?
15. Dallas - lots of scrapers, but hasn't changed in 20 years!
16. Montreal - a city whose wonders are best appreciated at street level.
17. Vegas - it's the neon
18. Pittsburgh - US Steel looming over a great collection of classic scrapers. Needs some new stuff though.
19. San Diego - good volume, needs some height.
20. Kansas City - love the old scrapers
