When you said steam I remembered someone telling me about a steam network that runs through the city. Found this map and an interesting story on HiddenCity:

The steam loop in CC is for heat, not for emergency power. Emergency generators are diesel and fed by tanks on site. That keeps them totally independent of any energy network which is sort of the point of an emergency generator. Gas is probably an option but it would cost significant money to retrofit existing facilities with diesel generators to run on natural gas.

The columns they're erecting now appear to be 3 stories tall, compared to the 2-story columns they've erected for all of the previous floors. I assume that means that they're now in the process of topping out the steel framing.

by my count they are up to 20 floors. So that would make sense- 20 residential and then one mechanical floor.

That's what I meant. Just agreeing with 1487's guess that the top floor of the 3 on these latest columns could be a mechanical floor, especially given that it appears that it will be taller than the other floors.

sidewalk shed is being taken down on the eastern half of the block- not sure why exactly because the sidewalk itself has not been rebuilt. I guess the Jersey barrier will remain for now but they are removing the protection since no more overhead work is taking place on the first building.

Maybe if 1301 Market , the two towers at the Gallery and something about 400' at 8th.& Market ......
Then , a small but nice canyon on East Market .

5 floors of the second tower will be a Roost extended stay hotel. That should take some pressure off finding tenants for all these new units in the complex.
