that's really strange... it's hard to judge without any details but it looks like this appeal is made just because there is right to do appeals...

Appeal was by Canadian Bank Note Company.. the issues list has been whittled down to noise

I thought you'd meant 'noise' figuratively, as in the issues are minutia. But literally, the only issue is noise!

I think it's very understandable that the Bank Note Company would want to pre-empt any possible concerns of its new neighbours regarding their longstanding operations. Hopefully the development doesn't get cancelled over this type of concern, but all involved can consider themselves forewarned about industrial noise.

I worked at the Canadian Bank Note Company over a dozen years ago one summer (I walked to and from work!). Nothing too exciting, unfortunately: just in the stamp division. It did get me a Secret clearance though, which meant that in subsequent jobs for the feds my clearance frequently outranked that of my bosses...

To the extent that noise emanating from the plant proper is an issue, it would be more an issue on the east side, like where Ashcroft is building on the former Canadian Tire site. The west side has more buffering, though it disappears by the time one gets to Wilber and Kirkwood. I do wonder why this issue came up now and not when Ashcroft proposed something for the Canadian Tire site.

I can't help but suspect the noise issue in this case really has to do with truck traffic on Kirkwood.
