This is taking quite a long time, surprised.

As for the city? I wanna say someplace like Lubbock, but the author said "North America" so that means this is probably an building in Canukistan.

Uncle. Everything I've tried to trace down for this has been a dead-end. I was first thinking Kansas City for some reason, but that was a no. The other things that were sticking out to me were Cincinnati and Columbus for some reason, but they turned up blank in my searches.

Do you have any idea how many 15-17 story buildings were built in North America during the 20s and 30s? A firetrucking lot.

Are you saying no because we're not naming both the city and the building at the same time?

also home to what has to be the tallest twin vinyl-sided skyscrapers in the world, previously as parking garages. who'da thunk such a small town would've needed twin 12 story parking garages?!

(thanks to emporis for the provacative photography if you didn't catch the watermark, blindass)

I'm going to guess the United Office Tower in Niagara Falls, NY but I'm pretty doubtful on that.

Meridian MS. Also known as 'the ass-end of the world' to my dad. He was stationed there in the mid 60's.
