Its built with cars in mind, not pedestrians, and the cars dont care about the people. Lots of good changes lately, like a campaign to try and get cars to stop at crosswalks, something that was unheard off(with out exaggeration), stuff like that will improve the walking experience, but there is a looooooooooong ways to go, fixing sidewalks and fining people whos dogs crap all over the place(litterarly) would be another good move(they got rid of the strays so thats half the battle). Really though the most important thing is to create a better driving culture, I think they are trying and with time it will improve(Brazil has the 3rd highest vehicle fatality rate per capita in the world for a reason, and crossing any street you are always risking your life) I love the city so I dont want to sound like im harping on it, I want it to keep improving, but just trying to drive home the point that its probably the last place a person would like to walk if they dont absolutely need to.
One step at a time I guess.
