Development proposal revived, revised for Francisville's largest vacant property

Last week the Philadelphia City Planning Commission voted to recommend a bill to change the zoning for this triangle of land to CMX-3, a very flexible designation that allows for the diverse mixture of housing types planned by the Hankin Group. The Exton-based developer subscribes to New Urbanist principles, like walkability and compact mixed-use neighborhoods, and mainly builds in the far-flung western suburbs of Philadelphia.

The Planning Commission’s recommendation of the zoning bill, introduced on behalf of Council President Darrell Clarke, is no guarantee will move forward. But if the project is completed it will represent the culmination of an almost ten-year effort by the Hankin Group to build on the wedge-shaped property at Wylie, Cameron and 19th streets.

Hankin’s new proposal, requiring the rezoning from Clarke’s office, would offer 32 two- or three-bedroom condos and 34 one-bedroom units. Pedestrian passageways lead from the street to the interior courtyard and little balconies look out on the surrounding neighborhood.

Similar to the original 2009 plan, Hankin includes an interior courtyard with parking and 3,000 square feet of commercial space at the intersection of 19th and Wylie.

I'm glad this lot is getting developed but I'm not a huge fan of these. I'm afraid they are going to look like the ugly boxy houses in Society Hill.

I have a friend up in Francisville. It always blows my mind how much they built up there. I went up there the other day.

This is well underway next door to the now defunct St. Joesph hospital

The foundation of the second building is already poured too.

I pass that every day going home from school. The thing shot up quickly. There's also something nearby at 17th and Flora.

^I want to see some real action on that project. We have been hearing about it for a while but I see no real signs of construction.

I didn't know Brandywine was rehabbing the exterior but what is proposed looks WAY better than the current crappy facade. This is going to be a dramatic change like the GSK building at 16th and race.

That is something I am glad to see! Honestly, 1900 Market is the worst building in Center City. There were so many complaints about 1919 Market, when 1900 Market is the real reason why the corner of 20th and Market doesn't feel as tall as it should. While I wish that Brandywine would have demolished that building and replaced it with two towers of at least 30 floors, this is a wonderful change. A new facade will at least make it look less offending.

Honestly, Brandywine could make a looott of money by demolishing the building and selling the land off

This hit the newswaves ages ago, and then nothing (they have done the interior renovation). Is this actually still happening as to the exterior? Can we trust the "Coming soon" on the website? Anyone know? I tend to doubt it. This is a pretty old render at least. Cozen, pictured in the renders, left the building for One Liberty in 2015.

I don't it happening anytime soon. They would not have wasted money on an extensive interior renovation if that was the plan.

It was also revealed at the meeting that entertainment operator Live Nation has signed onto the project. There has been no commitment for a restaurant tenant yet.

They've also done an excellent job completely re-leasing the building from top to bottom in the wake of Cozen's departure. They convinced IBX to consolidate several suburban offices into multiple floors in the building, pulled Pennoni from their west philly offices, and have a WeWork on the entire top floor. Those are all long-term leases, so this building isn't going anywhere, I assure you.
