The five-story building at 146 Pierrepont is currently being demolished, and permits were filed earlier this year to remove the nine-story building at 189 Montague/150 Pierrepont.

Plans for an estimated $277 million, 858,000-square-foot mixed-use development at the site of the struggling Westchester Pavilion in downtown White Plains have been referred to the White Plains Common Council this month after clearing a review by the city Planning Board.

The proposed redevelopment of what both the developer and the owner have called an outlived property at 60 S. Broadway includes razing the existing structure and constructing two 24-story apartment towers, 95,000 square feet of commercial space and a below-ground parking garage.

Representatives of Maple and Broadway Holdings LLC, an affiliate of Lennar Multifamily Communities in Herndon, Va., presented a site plan and outdoor dining special permit application to the Common Council at a special meeting in July. With no objections from the city’s Planning Board at its Aug. 17 meeting, the site plan and permit application have been referred back to the Common Council for approval.

Previously zoned as an enclosed mall, the property was rezoned in 2014 to allow for mixed-use residential and commercial development.

In an application for financing with the Westchester County Industrial Development Agency filed earlier this year, the developer estimated construction costs at $277 million and presented a timeline that has construction beginning in May 2016. The developer is seeking exemptions on sales and mortgage recording taxes from the county.

The building will reach 250 feet into the air and hold 465 apartments. They’ll split across 346,632 square feet of residential space, and the average unit will measure 745 square feet. Apartments will begin on the third floor, with 19 units, followed by 24 units per floor on the fourth through 11th stories, 21 units each on the 12th through 21st floors, 17 units on the 22nd, 13 on the 23rd, and then nine and five units respectively on the top two floors.

The ground floor will house two commercial spaces spanning 5,900 square feet, in addition to a rec room and 128-car garage. Amenity spaces, laundry, and storage for residents will occupy the cellar. And another 78 parking spots will fill the second floor.

Overall, the project will have 206 parking spots, which is about 20 more spaces than required by the zoning code. We don’t know if this building will be partially or fully subsidized, but the city might cut the parking requirements if it includes below-market units. City Planning’s proposed zoning tweaks—which will enter the public review process this fall—will waive parking for 100% affordable developments and reduce it for mixed-income buildings.

Now new building applications have been filed to erect a 14-story condo project on the site between Lincoln Place and Eastern Parkway.

Confusingly, the permits say the building will have 161,479 square feet of residential space but only 26 units. That square footage includes the two large, pre-war apartment buildings on either side, at 175 Eastern Parkway and 400 Lincoln Place. The permit includes their tax lots, because the developer is probably transferring air rights from both properties.

After we subtract their existing 116,000 square feet of apartments, we get the building’s real size: 45,399 square feet. The average apartment will measure a spacious 1,746 square feet.

There will be two apartments each on the first through 11th floors, except for the sixth floor, which will have three units. Then the top three stories will hold full-floor units. The penthouse will come with a private roof deck, and the rest of the residents will have access to a shared roof terrace.

The cellars will include a gym, community room, laundry and 13 bike storage spaces.
