It was far from a perfect system but NIMBY activists have to be kept in check to ensure projects that are good for the greater community don't get derailed by vocal individuals.

I think a lot of people will be happy about the move here in Ottawa though.
In Ottawa the OMB has been a major headache because when the city actually does try and enforce height restrictions on new buildings (especially apartment high-rises or condos) or follow local development plans, the OMB will usually side with the developer and overrule the city.
