This is definitely NOT Seoul. But where is it?

Came across this page about Seoul and it was fine until I saw the accompanying picture:

It’s a mega city with a population of 12 million people. Settlement of the area began in 17 BC. Seoul hosted the 1988 Summer Olympic Games and Paralympic games as well as the 1986 Asian Games. It is one of the world’s top 10 financial and commercial centers, home to large conglomerates such as Samsung, LG and Hyundai-Kia. This photo of the Seoul Skyline has been selected as the Daily Cool Photo on Running Wolf’s Rant for the 27th of August 2010.
