On the other topic, I trained to fly out of Vancouver when it was just runway 08/26.
The small craft were kicked out of Vancouver and moved to Boundary years ago because of the conflict between small and large aircraft. I followed 747s in, during rain storms in single engine prop planes and that was an experience.
The proposed 3rd runway is shown as a 5,000 foot short runway and that means small aircraft. No way, they are going to mix light and heavies there again.
The real prospect is for the runway that extends way out into Georgia Strait. You can feed heavies into that runway all day directly from thee terminals and have them squirt out without interfering with landings on the other two runways.
You can build two of them side by side into G Strait and have almost unlimited capacity.
