The steelwork on these high rises is always visibly rusty. I guess it's just cosmetic but do they clean it up or let it be?

this one is really a behemoth. its just 6-7 floors so far and the spiral is already massive walking by it.

what development is in process or on deck just to the north of it?

This is bare, unprimed steel which is needed for hte fireproofing to stick to (it does not stick as well to primed steel so there is no reason to spend hte money to prime paint it. Everything except the roof typically gets a layer of fireproofing applied directly to the raw steel.
