^ Wow, this is actually being seriously considered? I like this idea a lot... certainly much easier than branching off the Crenshaw Line.

That people mover would be different than the LAX people mover, correct? Connecting to Downtown Inglewood station? I have no problem with that.

Edit: that's the other issue with the idea of extending the LAX APM. LAWA, the funder/operator, would have no vested interest in that extension and it would cost them money.

They *should* have a vested interest in it because the traffic generated by Hollywood Park could make the airport, which is already quite inaccessible, even more so. Nothing exists in a vacuum.

LAX is experiencing record passenger volume every year so it's clearly not inaccessible. People are not happy accessing it (for good reason), but an Inglewood people mover won't change that, and LAWA is unlikely to be convinced that it is a material interest to them o be the one to provide this service.

^ Technically the contract is only for three "terminal cores" and not the actual APM itself. But, I get your point... it's about damn time.

I'm also looking forward to TBIT getting a facelift:

The traffic is only that bad because of all of the hotel, rent a car, flyaway, and various other shuttles coming in and out. Once those are gone traffic will be much lighter. Just look at the picture and notice how much space and time those shuttles are taking up.

SFO and LAX are built very similarly and it is a great example of this. Since the SFO people mover was constructed along with their consolidated RAC facilities traffic is very light in their loop. Let’s actually look forward to a lightly trafficked loop

LAWA recommends LINXS to design, build, finance, operate and maintain the automated people mover:

In addition to all of that, the people mover project will establish two new pick-up/drop-off areas at the Intermodal Transportation Facilities. There will also be a Metro Rail connection, the full benefit of which won't be immediately realized.

I still think traffic within the CTA will be congested, but the removal of all the car rental, hotel, tour, and FlyAway buses will make a noticeable difference.

The project's capital cost is estimated to be $1.95 billion, but the proposed P3 contract is $4.5 billion over 30 years. It is a design-build-finance-operate-maintain (DBFOM) contract. The private contractor, LINXS, is actually a group of several companies, split up between design, construction and operation teams. I think there are like 10 total companies listed on their website: http://www.lalinxs.com/team.html

During the 5 years of construction, LAX will pay LINXS $1 billion, while LINXS will pay for the $950 million (or more) additional construction costs.

For the next 25 years, LINXS will operate the people mover, and LAX will pay LINXS a fee per year to cover the current operation, maintenance and past construction/financing costs. The first year will be a $97 million payment (will increase in later years based on a schedule and with inflation).

The DBFOM Agreement that will be the primary contractual agreement between the LINXS Team and LAWA includes the total costs for design and construction, operations and maintenance (O&M), and the finance costs associated with the developer portion of the capital costs of construction. Over the 30-year term of the DBFOM Agreement these costs will total approximately $4.5 billion. These costs are consistent with the costs LAWA would incur for the independent elements of the DBFOM Agreement (cost of construction, 25-years of O&M, finance costs).

During the construction period, LAWA will pay the developer a total of $1 billion in milestone payments, spread out in equal installments. Following the completion of the project, LAWA will pay the developer annual availability payments (in equal monthly installments) to compensate the developer for principal, interest and financing costs of the project as well as annual operating and maintenance costs over the 25 year operating life of the contract. The initial annual availability payment is estimated at approximately $97 million, and will increase annually, based on structured increases and adjustment inflation indexes. The initial payment is subject to adjustment based on the actual financing cost incurred by the developer at financial close.

With the issue of the north runway and the gate cap settled, I wish LAWA would've devised a long-term plan to rebuild the entire airport from scratch.
