Antenna's don't count if they were not part of the building's design. For instance, with 1 WTC the way the built the actual structure of the building was designed to support the spire. In some cases an antenna was simply mounted on top and thus not counted.

Not to continue to stir this never ending argument further, but using your definition, the original 1 WTC was also designed to support an antenna, although it's distinctive antenna was not added until later (and thus never counted towards the official height). Counting the spi-tenna on 1 WTC is kinda BS, and was obviously influenced by money and the desire to call the building 1,776' (even though it only reaches that mark from an arbitrary point on the un-level ground on which it sits).

Back on topic, does anyone know why that one crane has that white bit at the end of the boom? What is that and what purpose does it serve? I haven't seen it on any other cranes.
