Wow what an original design!

No parking requirements mentioned but one of the renderings makes it appear to have underground parking. I wonder what the final result will be

The report states 75 spaces for cars underground and 64 bike parking spaces.

I like a lot about this. The form factor, the scale, and how it blends in with what's around it (page 16 of the report shows this well). For a downtown development, I wish it were a tad larger (at least 12 stories?) especially with the way its set back already.

This version is better than the original one that, IIRC, had one big box.

I think as you say this is a clear example where the height limit is low and I am not sure what benefit comes from that. A slender tower would look better. And while the Stairs House is being restored there are old houses on the other side, part of a historic streetscape, that are better demolished. Maybe restoration of those houses could have been traded for more height.

This part of town has a lot of potential but it's still very hit or miss. Halifax is full of great streetscapes with strategically placed postwar uglies or parking lots that really detract from the overall feel.
