Surprisingly no one has mentioned Juneau, AK!!! The hidden gem of the Western US.

Hartford

Hartford, CT, has about 100,000 thousand people and this beautiful skyline:

Anchorage, AK is also decent, especially with the mountain background.

Juneau, AK and Ketchikan, AK are definitely up there among small towns I could happily live in. The climate is colder than I prefer, but I could always travel when needed. Both have some of the most breathtaking scenery Earth has to offer. I didn't get to spend much time in either when I visited but I got the impression both were incredibly warm, close-knit communities which I really love (and need). Storied history, access to great seafood, and then as you've shown, they're also incredibly dense for their size. Yeah, the Alaska Panhandle is awesome and underrated.

Speaking of Alaska, Anchorage might be my favorite skylines period, large cities included. Just the combination of towering mountains and a lovely small but dense city against the ocean is entrancing.

Found a few more:
Burlington, VT

Small, but nice.

Portland, Maine

again, small but nice.

Springfield, Mass breaks 600000 by about 100,000, but whatever.

Before I clicked on this thread, I thought of Corpus Christi, and it's listed first. Photo is no longer showing up, so I'll post another. The credit is on the photo.

Ding, ding, ding! Burlington wins, especially for a small city (i.e. not a suburb of a larger metro area. It has a decent skyline for a town under 50,000 residents and it is surrounded by the Adirondacks on the other side of Lake Champlain and Mount Mansfield and Camel's Hump located behind Burlington.

I grew up in Burlington, VT. Visited it again this past Christmas and was shocked by the development that has happened. And btw...Burlington's metro area is just under 200,000. It's an ideal city with spectacular natural surroundings.

Thanks for mentioning little old Portland, Maine. It's not much of a skyline, but it's a small city. Here are a few of my photos:
