I personally think the way in which Statscan establishes the CMA is dumb to begin with. Commuter patterns to and from work are only one piece of the commuter patterns that a major city centre sees over the course of a period of time. The US has a statistical measure that is more reflective of the true CMA of a major urban centre. Just because a community has enough of a self-sustaining economy, does not mean that people within that community don`t commute to the major centre. The problem with their statistical measure is that is doesn`t account for other commuter patterns such as shopping, sporting events, concerts (and I could go on and on). This has a detrimental effect on the urban centre because infrastructure funding is based on CMA populations. If I use Winnipeg as a example- Selkirk and Steinbach are not considered part of the CMA of Winnipeg, yet I would love to see how many times people in these communities travel to Winnipeg in a week or month for reasons other than work.

I've heard it said many times that Statscan actually has a better measure of city size than the US. Daily usage is a much more important measure for things like funding.
