Confederation Line spending dips into contingency fund

Spending for the Confederation Line has already dipped into the $100-million contingency fund by $8 million, and senior staff have earmarked $66 million more to be spent from the fund.

So far, the city has spent about $8 million on “unforeseen conditions” such as soil remediation and asbestos cleanup at the maintenance and storage facility, extra costs associated with integrating the three downtown stations into existing buildings, “as well as smaller items like the Lees Avenue parking lot, which was part of a land deal with the University of Ottawa,” said Steve Cripps, the director of the city’s rail implementation office.

“It’s typical of any project where a contingency is established for unknowns at the outset.”

The $66 million that staff expect to spend from the contingency fund are also related toward the city’s property negotiations — whether with the National Capital Commission, Via Rail or other private property owners — or LRT-related projects to improve transit.

“For example, the Innes Road widening is a transit-supportive measure being put in place that wasn’t allowed for in the initial budget,” said Cripps. He added that moving and installing utilities will also account for some of the additional spending.

The 13-station LRT project that council approved in 2012 had an initial budget of $2.1 billion, but also included at $100-million fund for unforeseen expenses.

“Contingencies are a normal part of any project,” said Nancy Schepers, who is currently an executive adviser to the light rail office but until recently was a deputy city manager. “That $100 million is part of the budget, so it has been anticipated from the beginning.”

To access money in that fund, the city manager, treasurer, and deputy city manager must all give their approval. If the LRT project needs more than the $100 million that’s in the contingency fund, city staff will have to go back to council to ask for more money.

The biggest unknowns in spending have been — and are expected to be — related to property, whether it’s unanticipated costs to address physical problems (like asbestos), or related to negotiating with private property owners for their land, or for integrated stations.

On the recent announcement that Lyon, Parliament and Rideau stations would be connected underground into existing or to-be-constructed buildings, Schepers could say only that all the property owners brought money to the table — the city won’t make the financial details public until it has completed all its property negotiations regarding the LRT. However, the city also had to spend some additional funds to integrate the stations (although with the Parliament station redesign, the city is getting a small credit from RTG).

“I’ve never worked on a project that didn’t require a contingency,” said Schepers, who is an engineer by profession. “And the contingency on this project is consistent, but on the low end of what you would expect for a project of this magnitude.”

What is this Innes Road widening project that 'transit supportive'? I was on Innes Road yesterday evening and there was road work going on west of Blair, in other words, west of the 94 turn off to Blair Station. Is this what they are talking about? If so, how is this 'transit supportive'?

This work involves adding an additional lane in the EB direction from Highway 417 to Blair Road in order to add capacity in the corridor during the transit detour on Highway 417 from June 2015 to 2018. The Highway 417 WB ramp to OR 174 E will be closed during the detour so it is anticipated many will take Innes Road to Blair or Orleans.

How much traffic is that though? There's not much traffic on the 417 east of the split...

It's a significant amount of traffic. You also have to consider 417-Innes-Blair-OR174 is the only viable truck route with the ramp closure since 417-Aviation Pkwy is not available (thanks to the NCC).

I live in Orleans and work in South Keys - I can say there are significant numbers coming from Hunt Club and Walkley going to Orleans.

Albert Street repaving

Albert Street Civic Works


Road and utility work on the north-side of Albert between Booth and Empress is completed and traffic will switch from the south-side. LeBreton Flats Diversion Chamber works

Lyon Station tunnel waterproofing and rebar installation

Lyon Station Cavern


Jawbreaker continues mining the central pillar. Installation of drainage, waterproofing and rebar is ongoing. Formwork assembly occurs.



Place de Ville parking garage

Lyon Station East Entrance


Architectural demolition is almost complete at the concourse level within Place de Ville. Electrical and mechanical works are progressing in the parking garage.



Parliament Station cavern upper drifts reinforcement

Parliament Station Cavern


Chewrocka is making progress mining upper drifts and the central pillar of the cavern. Umbrella installation is ongoing.



Rideau Station tunnel reinforcement works

Rideau Station Cavern


Crocodile Rouge is mining the bench in the transition from the running tunnel to the cavern. Tunnel reinforcement includes umbrella and rockbolt installation, and shotcreting. Invert concrete pouring is ongoing.



Hydro relocation at Hurdman Station

Hydro relocation works will take place this week on the north side of the station. Intermittent closures and flagging of the pathway will occur.



Bus loop construction at Blair Station

Final watermain relocation works adjacent to the Transitway occur as crews continue construction of the bus loop that will be used during LRT station works.

Crews continue working inside the building on drywall, electrical and plumbing and finishing the building’s envelope. Slab work has been completed in the administration and maintenance building.

Upcoming Construction Activities

  • Watermain and sewer work on Queen Street for Lyon Station west entrance preparatory works.
  • Construction of Mann Avenue ramp.
  • Hurdman Station elevated guideway construction resumes with intermittent pathway closures.
  • Pickering Place detour construction; detour will be used during guideway construction at the future Tremblay LRT Station.

Additional construction activities scheduled this spring include:
  • Lyon Station east entrance excavation.
  • Excavation and shoring at the future site of the Rideau Station east entrance.
  • Hurdman Station substructure and foundation work.
  • St-Laurent Station utilities work.
  • Construction of the St-Laurent Station temporary ramp to Highway 417 westbound.
  • Intersection lighting works in preparation for Tremblay Road phase 2 detour.
  • Demolition of the building at 805 Belfast Road.

OC Transpo has facebook ads about June 28th... I've never seen OC Transpo facebook ads before.

Buses that are about to cease serving a station (for example, the 94 with Lees & Cyrville) also play an announcement with the stop announcement saying "starting June 28th, this bus will no longer service this station, see website for details".

There is ample warning of what is about to happen, but the devil inside me is excited for the shit-show that will be June 29th.

As far as I know, I'm usually a regular frequenter for buses between Lees to Blair. And hearing these conversations about the changes are just dramatic and a lot are clueless.

I'm assuming they are going to need full-time staff directing people the first day.

If buses are skipping major transfer stations, there is going to be confusion and frustration no matter how much publicity there is. And when certain buses only stop at certain stations in one direction, what else can we expect?

There should be some colourful reaction after June 28th, but it is only for 3 years.

If you compare the 94 and 95 schedules, you'll notice that the 94 actually doesn't save that much time (only a couple minutes) by skipping Lees and Hurdman. They could have just made the 94 serve both stops like the 95, it would have simplified the whole thing a lot.

The only people who would benefit from that skip with the 94 are those going Downtown -> St. Laurent who would have a slightly longer trip on the 95. Furthermore, if someone waiting downtown for a bus to St. Laurent sees a 95, are they actually going to stand and wait another few minutes for the 94? No, they'll just get on the 95... so most people won't actually benefit.

Anyone notice the past days, that they put up posters at the stations, placed bus stops for 92 and 96 on tremblay (didn't know 18 wasn't going to stop there) and updated transit way maps are on the buses.

And, for the stops on Rue Tremblay for 92, 96, i noticed that it says Payment Fare Free Zone on the stops in green. (am i hearing free bus rides?)

Free to St. Laurent (to compensate for the loss of the Tremblay entrance to St. Laurent station during construction).

  • Station and guideway construction at Tremblay, St-Laurent, Cyrville and Blair stations to commence following June 28th Transit Service re-alignment
  • Demolition of the building at 805 Belfast Road.

I agree the difference is minimal, although it would be a temporary move since the 95 would be slowed down even more doubling back out of Hurdman once construction begins from Hurdman to Laurier. However, due to the high number of transfers, removing the 95 from Hurdman in the final construction stage would require adjusting other routes and an additional transfer. I think OC figured that fewer passengers transferred off the 94 to local routes or SE Transitway routes.

Most likely the 91 would need evening and weekend service during that period too due to the even slower 95 once they close the Hurdman to Laurier section, each alternating generally every 15 minutes evenings and weekends (same level as now but on two different routings instead of a single 95 route), with the 91 ending at Tunney's Pasture (replacing the 95X trips that run roughly at the same time as the 94 to Baseline or Riverview) and the 95 to Barrhaven Centre.

If the 95 is kept to Hurdman, one possible setup for the next phase (likely starting in December 2015 or April 2016):

4, 106, 116, 118, 121, 146, 148 and 149 - No changes.

6 and 101 - No changes from June 2015 setup. However, during peak periods, the 101 could skip Hurdman for a faster trip east?

8, 40, 41, 43, 86, 87, 97, 98 and 99 - Skips Campus and Lees Stations via detour routing, then enters Hurdman before departing onto the Southeast Transitway or local routings.

85 - Revised routing along Laurier, King Edward, Lees and onto 6 and 101 routing eastbound; westbound onto Lees, Main, Greenfield, Laurier and King Edward, enabling it to serve Lees Station and the southern part of uOttawa in both directions. Evening and weekend service would need to continue to Hurdman as well.

91 and 94, plus east end express routes - Minor changes in that they are on a longer detour and skip Campus Station as well. 91 would operate at almost all times of day, 7 days a week, as a result.

92 and 96 - No changes east of Hurdman from June 2015 setup, would continue to serve the VIA station via Tremblay. Both routes would skip Campus and Lees Stations via the detour though.

95, 114, 129, 192 and 199 - No changes from June 2015 setup, continuing to serve Hurdman while skipping Train Station. The frequency of the 95 evenings and weekends would be decreased as some trips are converted to 91 trips.

West end express routes - Both directions would terminate at Laurier Station.
