Irving selected as site for $105 million proton facility

Irving will be the site of a $105 million proton therapy cancer treatment complex to be built and operated by Baylor Health Care System, Texas Oncology and McKesson Specialty Health, the companies announced today.

The proton therapy facility — one of two planned in North Texas — is expected to make the Dallas-Fort Worth area a destination for world-class cancer care services. There are now only 11 proton therapy centers operating in the United States. M.D. Anderson in Houston has the only other proton therapy facility in Texas.

Project representatives expect construction to begin on the 50,000-square-foot facility in 2013 and anticipate the first patients to be treated in the advanced cancer treatment complex in late 2015.

Water Street project gets approval from Irving City Council

Irving's recent city council approval for the Water Street project — a mixed-use retail and residential project on a high-profile 14-acre site at O'Connor Road and Las Colinas Boulevard — has Atlanta-based developer Gables Residential planning to begin construction early next year.

"Our goal is to break ground in early 2013, but that all depends on the next few weeks," said Katy Slade, the Gables Residential development director overseeing Dallas-Fort Worth, in a recent interview with the Dallas Business Journal prior to Thursday's City Council meeting.

By the developer breaking ground early next year, the first apartment units could be completed by 2014, she said.

The project includes more than 55,000 square feet of new retail space and about 300-350 luxury residential apartments. The retail and residential project is located across the street from Williams Square and alongside Lake Carolyn.

Behringer Harvard Acquires Land for Dallas Multifamily

DALLAS, TX - Behringer Harvard announced today its acquisition of a multifamily development site of more than 3.9 acres in Victory Park, a 75-acre mixed-use neighborhood on the west side of Dallas's central business district featuring an expanding range of office, residential and retail amenities. Development has begun on a luxury multifamily community, called The Arpeggio Victory Park, with 377 apartment homes.

The development site, at 2400 Houston Street, will offer residents proximity to the central business district and Uptown, two of the largest employment centers in Dallas, as well as the West End Historic District and one of the largest contiguous arts districts in the United States. Immediately adjacent to the site is the American Airlines Center, a multipurpose arena that's a downtown landmark and home to the Dallas Mavericks of the National Basketball Association and the Dallas Stars of the National Hockey League. Also adjacent to the site, the Victory Park rail station – affiliated with DART and the Trinity Railway Express – provides commuter service to Dallas, Fort Worth and various areas beyond via routes including the new Orange Line.

The Arpeggio Victory Park will comprise two five-story residential buildings wrapped around a central parking garage. Averaging 814 square feet, the apartments will be built to condominium-quality specifications and offer up to two bedrooms and two baths. Units will feature granite countertops with tile backsplashes, stainless steel appliances, kitchen islands, nine-foot ceilings, and full-size washers and dryers. Common-area amenities will include a cyber cafe, a business center, a state-of-the-art fitness center, a resort-style pool and a dog park.

Your first look at the streetcars to roll from Union Station to Oak Cliff come 2014

When last we asked about the downtown-to-Oak Cliff streetcar project, scheduled to close the Houston Street Bridge sooner than later for construction, we were told there was a shortlist of would-be providers, and that the Dallas Area Rapid Transit board was this close to settling on a manufacturer. At last, we have a would-be winner: Brookville Equipment Corporation out of Brookville, PA, which DART’s Committee-of-the-Whole is scheduled to okee-doke tomorrow before the full board gives its final stamp of approval later this month.

As you’ll see below in the PowerPoint prepped for the August 28 rail committee meeting, there were three companies that bid on the project: Brookville Equipment Corporation, Inekon and CAF, with the 94-year-old Brookville coming up the winner by offering to build two streetcars for $9,422,837 (give or take a “5-percent supplemental work contingence”). Others were interested, but balked in part because of the small size of the order: two cars.

As you’ll note, Brookville only makes one modern streetcar, the Liberty, which is what Brookville proposed to Dallas, says Joel McNeil, who heads up the company’s sales division. He’s not prepared to delve into further specifics — “because it’s not official and the board still needs to vote on it” — but he does answer a few, ya know, general questions about the streetcar itself. Such as:

“The cars are customized to a city’s needs, so a seating capacity can be altered on how they want to lay out the seats,” he says when asked about seating capacity. “A typical 66-foot-long car has between 41 and 47 seated passengers depending on how the customer specifies it, then you have a capacity of between 120 and 130 standing.”

And, no, it won’t be green. “We build a vehicle for what the customer wants, so they get to pick the exterior color, the interior layout, the color scheme. It’s all dependent on how the city wants to handle it.” One car is due in May 2014; the second, by September 2014.

Tomorrow the DART committee-of-the-whole is also scheduled to forward to the board a contract for the design-build portion of the streetcar project, which will go to …

For Four Days This Month, Knox Will Become Dallas' First "Complete Street"

In June, the city of Dallas unveiled its Complete Streets Design Manual, a rather dense set of guidelines for the city as it dabbles with the idea of building certain roadways less as places that cars blow through en route from Point A to Point B and more as boulevards that are at least as accommodating to bikers, pedestrians and public transit users. The hoped-for result is increased activity, some street-level development, and an overall improved quality of life.Think small-town Main Street, circa 1940.

As Wilonsky noted last month, early plans have been scaled back considerably for budget reasons, from 15 pilot projects down to just one. That one is a stretch of Knox Street from the Katy Trail to Central Expressway, and it's happening soon. Sort of.

Update at 5:10 p.m.: Chacko called me back and informed me that there are now a dozen Complete Streets funded as part of the 2012 bond package, as council members have lobbied to have them included. They are, in addition to the ones above: Henderson, from Central to Ross; Bishop Street, between Davis and Colorado; Greenville between Belmont and Ross; a stretch of Jefferson; a portion of Lamar, Main Street in Deep Ellum; Martin Luther King Jr. Boulevard near Fair Park; and Cedar Springs north of Oak Lawn. Alpha Road between Valley View and the Galleria will also become a Complete Street but using money from a previous bond package.

Yes, Dallas is already in a boom mode and with a little luck will be in a full blown major boom in the near future.

The "twin" 17 story 3030 Carlisle residential tower, the 17 story Parkland Hospital tower, the 22 story Stoneleigh Residences tower and the 12 story University Hospital tower (in the Dallas Medical District along with the new Parkland Tower) are in addition to the 23 story 1400 Hi-Line residential tower, the 42 story Museum Tower residential highrise, and the 17 story Perot Museum of Nature and Science that are all currently under construction in Central/Downtown Dallas.

All of the new construction listed above does not include the very large number of older commercial buildings in Downtown Dallas that are currently undergoing renovation as residential and/or hotel usages that is a major building boom unto itself!

Just some of the renovation projects currently underway, or very close to starting, include the 52 story Elm Place tower as primarily a Downtown residential tower, the 33 story 1600 Pacific Tower as an upscale Downtown hotel, the 20 story Statler Hilton as a Downtown residential tower, the 11 story Mercantile Continental Building as a Downtown residential tower, the four building Atmos Gas highrise complex being renovated into residential, the 23 story Tower Petroleum building as a Downtown residential tower, the 17 story Corrigan Tower as a Downtown residential building, and the multi-building renovations underway that are expanding the luxury Joule Hotel in Downtown Dallas to include additional luxury hotel rooms as well as several luxury retailers in the Main Street District across the street from the flagship Neiman Marcus department store.

In addition to the announced 23 story Victory Park/Downtown office tower, there are the near ground-breaking projects of the Cesar Pelli designed multi-use tower (at least 30+ stories) in Uptown/Downtown, the twin Harwood International towers (one 33+ stories, the second around 25-27 stories) in Uptown/Downtown, the first Spire tower (22 stories) in Downtown, the first Hall tower (renderings still in fluctuation and anywhere from 17 to 50 stories) in Downtown, the 24 story West Village residential tower in Uptown/Downtown, and a few additional 20+ story highrise towers in the Uptown/Downtown area.

Central Dallas has already been in a strong boom mode for some time and is on the verge of a major boom.

Nebraska Furniture Mart breaks ground on Texas store

The construction to build a 1.86 million-square-foot Nebraska Furniture Mart officially launched at a groundbreaking Tuesday at the site of a planned $1.5 billion, 433-acre mixed-use development in The Colony.

Nebraska Furniture Mart executives and employees, as well as city and county officials, were on hand to celebrate the giant project, set to open in 2015.

The Nebraska Furniture Mart store is the third for the company and is expected to attract 8 million visitors and do $600 million in sales annually.

Some of those visitors are estimated to come from more than 200 miles away, said Joe McCourry, mayor of The Colony. McCourry boasted the economic benefits the store will have on his city and the region. Nebraska Furniture Mart, which is a Berkshire Hathaway company, will add 2,000 employees. About 4,000 construction jobs will be needed for the project, McCourry said.

UNT's Downtown Dallas campus undergoing $25M redo

The University of North Texas System has begun construction on a $25 million redevelopment project at its building in Downtown Dallas, which will open the school to the community.

It also will help ready the building to serve as the school's law school on an interim basis.

The project includes replacing the heating and air conditioning, updating utilities, adding a chiller, and extending the elevator and escalator to accommodate the UNT law school, which is scheduled to open August 2014.

The UNT law school will open up in the building until there's funding from the state to redevelop the neighboring historic Dallas Municipal Courts building, said UNT System Chancellor Lee Jackson. It is unknown when the state will get funds to support capital projects like the law school.

Along with redeveloping the building to accommodate a law library, classrooms and additional offices, the facade of the building facing the Main Street Garden park will be redeveloped to include additional windows that will open up the building to its Downtown Dallas community, he said.

The windows on the face of the building will integrate the school with the park and the surrounding neighborhood, he said.

"The building's lack of windows has been a barrier," Jackson said. "Not too many of the faculty and staff have wanted to move from their offices (on other campuses) into the building, but I think the redevelopment will open up a lot of possibilities."
