There really is room for a separate DLI to bring retail downtown. 15,000 residential units will support the traffic for that, as will the residential going up in Midtown and east of 59.

The DLI is only going to support 5,000 units and there are only 45 units left. Also, retail is required to receive the incentive, so all of these new units will have at least some retail. If all of these proposed projects get built, downtown will have a population close to 8,000.
I know that the developers have to complete their project in a certain time range to keep the incentive, so they can't keep sitting around for too long.
