where's the porch ? . .
I don't even see any preliminary heavy-duty structural differentiation
in the skeleton, in the vicinity of where this observation deck is to emerge . .
I would think that there would have to be major internal bracing & trusses
to support such a huge, heavy external projection . .

I think the cross framing in the photo below related to the viewing deck, most of it is concentrated on the south side of the tower.

There are only 9 floors above the Terrace level and 9 are visible now so the only thing they could be working on higher than that is the angled crown which takes up the remaining 50 or so feet of the building.

I am not sure if this is possible but it would be kinda cool of that is indeed the observation deck being built vertically with top hinges in place and after completion it is simply lowered and attached at the bottom.

yeah, not sure where exactly, that bit if heavy-duty steel complexity is . .
it's appears to near the SE corner of the upper building . .
where the porch is gonna sprout . .
but it certainly indicates that something important is going on there, for sure . .
