Interesting thought experiment, although the population currently does not justify anything remotely labelled Trans Canada. MAYBE a 2 lane hwy in the distant future, if Manitoba figures its shit out with its current highways.
This highway could be built off of the new proposed highway to Oakbank but I can't see much justification of going beyond beausejour. The region is fine with its current roads unless they find oil in Lac du Bonnet lol
Beyond that you're also dealing with building highways in provincial parks which is another can of worms. To reach the remote reserves in NW Ontario it would be more practical to build off the small provincial roads that snake out from Kenora
