I think I still prefer living in my little part of Toronto, where I finish work at 5:00 and am home by 5:05.

Workplaces have never been more flexible and technology never more enabling. I find hitting the road immediately after getting out of bed no matter the mode of transportation is the best plan. It is far too easy to waste time in the morning.
This is possible for some people but not for everyone, or probably even a majority. Many, many people work at crappy jobs with inflexible hours. If they get in early they still have to leave at the same time. Unreliable commutes really suck for this group. A lot of younger people in particular have grim employment situations.

In a lot of cases I think the behaviour your see has more to do with responses to the incentives provided by work and career paths than laziness or stupidity. Some people don't put in extra time or go in early because there is just no long-term reward for that behaviour. In some public sector jobs or corporate jobs there is no point in doing more than the bare minimum. The same thing goes for a lot of McJobs.

I have always preferred working nights because the commute time is faster and it's quieter. Think about it: when you're entering the office at 7-9am I am going to bed. I typically wake up 5 minutes before I get on the subway. If I ever buy a car, my commute would be 8-10 minutes with very little traffic. Probably 15-25 minutes if I worked 9-5.

I would say, that's the ideal situation though.

As long as you don't have a superior who takes advantage of you because you live that close!
