Looks like they ran out of concrete and steel and the rest of the building will be built out of wood. Makes sense since wood construction is the preferred material for big buildings in LA and totally fire proof and earthquake resistant and everything.

That's just form work for the rebar and concrete. It gets removed from below after the concrete sets up.

^The smell of rich mahogany commands higher rents. This is a genius move by the developer. Besides, safety concerns can easily be alleviated by the addition of a few more sprinkler heads per floor. Plus, wood is obviously earthquake-proof. Just look at all the trees still standing after the Northridge quake.

That is part of the 1st floor slab being poured.
