THIRUVANANTHAPURAM: The Airports Authority of India (AAI) has written to the State government informing its readiness to commission the Rs.245.58-crore terminal complex of the Thiruvananthapuram International Airport by December-end.

The Chief Secretary will convene a meeting of those concerned on Thursday evening to decide on the date of commissioning the world class terminal complex.

Highly placed sources said the move was to commission the complex by Prime Minister Manmohan Singh during his visit to the capital in January first week to inaugurate the Indian Science Congress.

The AAI informed the government that the work on the 19-metre tall three-storey terminal building, on the Chakka side facing the Parvathy Puthanar, was almost over and that the finishing works would be completed by December 25.

In the letter, the AAI pointed out that the surfacing work of the car park in front of the new complex would be completed by next week.
Aerobridge work

The aerobridge equipment procured from Indonesia had arrived at the airport and the work to install it had commenced.

The Central Electrical Authority was yet to give nod for the power supply. The AAI pointed that the other pending works were the sewerage connection and the connectivity from the NH47 bypass to the airport.
Onus on government

“The ball is now in the State government’s court as these works are being executed by it,” a top AAI official said.
Road connectivity

It is more or less confirmed that the Rs.21.73-crore approach road from the bypass will not be completed by the year end.

The 170-metre-long and 30-metre-wide road being laid by the State government undertaking Kitco is to facilitate six-lane traffic to the complex.

A Kitco official said round-the-clock work was on to complete three lanes for vehicles to enter from the Eenchakkal side and ensure connectivity to the complex for the inaugural function.

“It will take another month to commence flight operations from the new terminal,” the AAI official said.

The counters and the offices allocated for 15 airlines and to the Customs and the Immigration need to be furnished by the respective agencies before the operations commence from the terminal.

In the first phase, the AAI executed works costing Rs.165 crore, including the Rs.115-crore building, apron and a car park on the Parvathy Puthanar side that can accommodate 575 cars.

In the second phase, works costing Rs.80.58 crore were undertaken. An additional 8,000 sq m floor area was added to the complex with the extension of the building by 27 metres on the Karali side and 40.5 m on the Chakka side.

Fully funded by the AAI, the terminal complex will have a floor area of 23,299 sq

THIRUVANANTHAPURAM: Wok on the court complex on the District Court premises at Vanchiyoor has entered the final stages. The inauguration is scheduled for January.

Though a date for the opening ceremony is yet to be finalised, District Judge K. Ramakrishnan, who heads a committee that monitors the work carried out by the Kerala State Construction Corporation, has asked the corporation to complete work by the first week of January. Painting, plumbing and electrical works are going on now.

The three-storied 5,600 sq m building complex, constructed at an estimated cost of Rs.4 crore, will house 12 courts, including those that are now functioning in rented buildings in various parts of the city like the Family Court at Sreekaryam, Vigilance Court at Pattoor and Co-operative Tribunal at Sreekanteswaram.
First CBI court

The complex will also include a CBI court, a first in the city. Some of the other courts proposed to be shifted to the new building are the court of the Chief Judicial Magistrate, Judicial First Class Magistrate Court, Additional Chief Judicial Magistrate Court and Motor Accident Claims Tribunal.

The building, located in front of the Fast Track Court building, will also have provisions for library, record and exhibit rooms, car parking and a waiting area for litigants.
Unsafe building

Setting up of an additional court complex has been one of the long-pending demands of the Trivandrum Bar Association. According to it, some of the existing courts are congested and ill-equipped to accommodate the increasing number of litigants. A 90-year-old building, which houses the mark-list court, was even certified unsafe by the Public Works Department eight years ago.
5,000 cases daily

It is estimated that on an average, nearly 5,000 cases come up before the courts at Vanchiyoor every day. An almost equal number of litigants and others who are related to the cases also frequent the court premises.

The building being set up by Technopark as part of its third phase expansion will be complete by the first quarter of 2011, Technopark CEO Mervin Alexander has said.

He said that out of the 92 acres needed for the third phase expansion, 69 acres had already been allotted. “In this phase, we will be soon allotting 25 acres, of which 50 per cent will be given to IT companies and the rest to infrastructure developers,” Mr. Alexander said.

He said that applications inviting requests for allotment of land would be issued in the second week of January. The allotment process would be completed by March 2010. The board of directors of Technopark had already approved the formulae for allotment, the CEO said.

The allotment would be on the basis of the size of the company, he said, saying bigger companies would be preferred. Since the available land was limited, companies with higher turnover were likely to get the land.

“The companies would be allotted land subjected to certain conditions. They are expected to complete the construction within a particular time limit, failing which they would attract penalties. They cannot just take the land and remain idle,” Mr. Alexander said.

Technopark was now developing Technopark Kollam besides launching technolodges. Infopark was developing IT parks at Cherthala, Ambalapuzha, and Koratty, whereas the soon to be launched Cyber Park would develop the IT park in Kannur.

“The last Cabinet had decided the rate and land would be soon taken over for the Cyber Park. Hopefully, by 2011 the operations of the Cyber Park would begin. In the case of Technopark Kollam we are expecting it to start operations by the end of 2010,” Mr. Alexander said.

Technolodges


He said the government proposed to set up 100 technolodges across the State. Technolodges provide cost effective IT infrastructure in rural areas by utilising the unused or under-utilised buildings owned by local bodies. “The IT Department takes over such buildings and gives it a facelift complete with infrastructure.”

Two such technolodges had so far started functioning at Kadakkal and Perinadu in Kollam district. Proposals from Thrissur and Kottayam districts were being evaluated.

Space was being allotted in technolodges at almost one third of what was being charged at premier IT parks like Technopark. Depending on the space, technolodge would be creating upwards of 150 job opportunities, Mr. Alexander said.

The first phase of Technopark had been completed on 140 acres. It comprises 160 companies employing about 22,000 people. In the phase II campus on about 86 acres, space had been given to two companies - 50 acres to Infosys and 36 acres to UST Global.
